Let Rhode Island’s Social Security Debate Begin

It’s less than 80 days before the upcoming 2016 presidential election. At press time, Social Security has been placed on the backburner as the GOP standard bearer Donald Trump and his Democratic opponent, Hillary Clinton, turn their attention to crime, national security, health care and the economy.

On the sideline, nearly 218,000 Rhode Islanders who collect Social Security benefits, including 155,710 seniors, 37,476 disabled workers, and 17,802 survivors of a deceased spouse or parent, are closely watching one of the nation’s nastiest political campaign unfold. Political insiders and aging groups know that whoever takes over the White House and controls Congress will control in the year’s to come how retiree’s receive their retirement checks.

Putting a Spotlight on Social Security

Earlier this week David N. Cicilline (D-RI) and John B. Larson (D-CT) came to the Rumford Towers in East Providence to put the spotlight on Social Security, both stressing how important it is to keep Social Security solvent through the end of this century. The two Democratic lawmakers called on GOP House Speaker Paul Ryan to move their introduced legislation, “Social Security 2100 Act,” from House Committee to floor vote.

“Social Security is a promise that after a lifetime of hard work, you should be able to retire with dignity, economic security, and peace of mind. It’s critical that Congress act expeditiously to preserve and strengthen this promise for years to come,” said Cicilline to over 80 attendees at the 90 minute event.

Larson noted that Social Security is not an entitlement but benefits that have been earned by hard-working Americans who have paid into the retirement system their whole lives. “Two-thirds of retirees rely on Social Security for the majority of their income, and it is a lifeline for the disabled and those who have lost a loved one,” he said, calling those pushing for Social Security cuts as “fundamentally misguided.”

The Nuts & Bolts

The “Social Security 2100 Act,” introduced by Cicilline and Larson in 2015, expands Social Security benefits, cuts taxes for 11 million seniors, provides stronger cost of living adjustments, and requires millionaires and billionaires to pay their fair share. The legislative proposal also provides an immediate increase equivalent to 2% of the average benefit for all Social Security recipients. This change is projected to yield an annual increase for the typical retiree of $300.

The Democratic lawmakers Social Security fix also improves the annual cost-of-living-adjustment (COLA) formula to reflect the prices of goods and services seniors actually buy – especially housing, health care, and transportation – to ensure that seniors aren’t asked to go without a COLA to protect against inflation. In three of the past seven years, Rhode Island seniors did not receive a COLA as a result of the inadequate formula that is used today.

Finally, the Cicilline-Larson Plan also lifts the cap on payroll taxes for individuals making more than $400,000 each year, requiring the wealthiest 0.4% of Americans to pay the same rate as all other workers. The increased revenue generated as a result will provide a tax cut for 11 million seniors and establish a new minimum benefit so that no one who has worked hard and played by the rules is asked to retire into poverty. Tax relief for Social Security beneficiaries due to an increase in the threshold for taxation of Social Security benefits to $50,000 for individuals and $100,000 for joint filers, up from $25,000 and $32,000 respectively.

While current projections indicate that the Social Security Trust Fund will begin generating annual deficits in 2019 and stop paying out full benefits in 2033, the Cicilline-Larson Plan expands the lifeline of Social Security through the end of this century by gradually phasing in an increase in the contribution rate equivalent to 50 cents per week for the average worker.

NCPSSM Gives Thumbs Up

In an endorsement letter, Max Richtman, President and CEO of the Washington, DC-based National Committee to Preserve Social Security and Medicare (NCPSSM), calls the Cicilline-Larson Plan “a bold step on behalf of seniors and all Americans by strengthening and safeguarding Social Security for future beneficiaries while at the same time making important improvements in the adequacy of the benefits the program provides.”

According to Richtman, the “Social Security 2100 Act” strengthens the retirement programs “financial foundations.” He says: “First, it extends the payroll tax to all wages paid to workers that are in excess of $400,000. Over time, the bill would completely eliminate the cap on Social Security payroll taxes. Second, the “Social Security 2100 Act” implements a small,
gradual increase in workers’ and employers’ contributions to Social Security. Because the increase is phased in over a long period of time, the average worker would see his or her annual contributions to the Social Security program increase by about 50 cents per week.”

In this presidential election cycle, Darrell M. West, Ph.D., Vice President and Director of Governance Studies at the Brookings Institution, sees Democrats making a “big push” to strengthen and expand the Social Security program. “This will not likely happen as long as there is a Republican Congress as many members of the GOP want to cut the future rate of growth of Social Security and increase the retirement age,” he says, predicting that there is a good chance Democrats will get the Senate back.

West adds, “whether the GOP regain control of the House will depend on how big the presidential victory is. If Clinton wins big, she may sweep in enough Democrats to have control of that chamber. In that situation, this legislation has much better prospects. A President Clinton could very well be interested in this proposal and be willing to sign it into law.”

Where’s the Beef?

Political newcomer and GOP challenger H. Russell Taub, calls on Cicilline, his Democratic opponent in the 1st Congressional District race, to not attach new benefits to Social Security, a self-funded program. Taub wonders how new federal expenditures to pay for added Social Security benefits will impact the heavily burdened retirement program.

Taub sees a need to have a “serious public discourse” on the nation’s budget. “When we’ve come to a conclusion lets craft meaningful legislation to get the law to reflect that decision. Let’s not drop flash-in-the-pan, headline grabbing false initiatives just because it’s an election year. Our Constituents in the First District deserve much better than that shabby treatment,” he says.

“AARP Take a Stand volunteers and members of our staff were on hand to listen to what the Congressmen had to say,” said AARP State Director Kathleen Connell. “Having candidates for office outlining their specific plan for making the necessary changes to preserve Social Security is what Take a Stand is all about. We are not at this time endorsing specific proposals, but we are engaging our members to keep asking for substantive answers. We’ve been saying ‘sound bites aren’t good enough.’ The Congressmen, indeed, go beyond a sound bite by presenting this plan in a public venue open to the media. People deserve to know how the plans will affect our families, what it will cost, and how they’ll get it done.

“Doing nothing is not an option.” Connell continued. “Every time the candidates dodge the question, our families pay the price.

If our nation’s leaders don’t act, future retirees stand to lose up to $10,000 a year. And every year our leaders wait and do nothing, finding a solution grows more and more difficult.”

Rhode Island voters are now able to see Cicilline’s fix for strengthening Social Security and expanding its benefits, detailed in his introduced legislative proposal, “Social Security 2100 Act.” GOP challenger Taub must throw in his two cents for strengthening the nation’s retirement program, but give us the details. Do you favor the GOP approach for privatizing Social Security? What is your position on raising the cap on Social Security payroll contributions to address the retirement program’s projected shortfall? Do you support raising the retirement age? What are your thoughts about slowly increasing the payroll contribution rate by 1/20th of one percent over 20 years to strengthen the program’s financial condition? Or even changing the current COLA formula.

While the presidential candidates put the economy, crime, and national security in the spotlight at their rallies, town meetings and speeches, Social Security receives little coverage. Let the serious debate begin in the Ocean State. Hopefully, this act will spread like wild fire across the country.

Still getting the job done

In 2010, when Michael Cassidy retired as Pawtucket’s Director of Planning & Redevelopment after working for the municipality for 40 years, he had no intentions of easing himself into full-time employment. While he was retiring to “retirement” he had every intention to remain active for the rest of his life. Cassidy instinctively knew that retirees, who stay active by playing sports, traveling or even volunteering, always seemed to live longer. His father was a good example of this belief, living to the ripe old age of 92. Before the nagenarian died he had worked part-time as realtor, also playing in an Golden Oldies softball league and umpiring three times a week.

Part-Time Job Gives Many Bennies

With Cassidy planning to retire at age 62 from the City of Pawtucket, he went to see PawSox President, Mike Tamburro, asking him, “Do you have a job for an old retired guy.”

Ultimately, he took the position as usher at the Pawtucket-based McCoy Stadium. He says, “the job keeps me on my feet four to five hours.” Each game he puts around 15,000 steps on his pedometer. But the job also allows him to interact with old friends and even gives him an opportunity to make new ones, too.

There are additional benefits of having a part-time job, besides just getting physically active and having an opportunity to mingle with people, says Cassidy. He now has more time to spend with his six grandchildren, travel with Jane-Ellen, his wife of 45 years, and to just putter around his home. Now he even serves as Chair of the Blackstone Valley National Heritage Corridor Organization, he says.

Like Cassidy, according to a new AARP released last Tuesday, older Americans are not choosing to retire, many are now seeking part-time jobs in their post retirement years, not full-time ones.

Work the New Retirement Activity

According to the findings in the 26 page AARP report, “AARP Post-Retirement Career Study,” work seems to be the “new retirement activity.” While many Americans state that they plan to retire between ages 65 and 70 (45 percent), the data indicates that the typical retirement may have changed. Thirty seven percent say they plan to work for pay in post retirement. Of these respondents, 73 percent desire a part-time job and almost half are looking to work in a new field (44 percent). Twenty three percent will stay in the same field, and 33 percent are undecided.

The researchers say that connecting with co-workers, interesting and challenging work, and the desire for a work-life balance are all stated as top reasons why work is enjoyable. Some are seeking to pursue their dream job or dream field in this next stage of life. Sports, hospitality, and education fields are frequently cited. Most are hoping that their new dream jobs will be part-time, flexible with work from home options, and allow time for travel and fun.

The findings also indicate the importance of job training for those who plan to work during their retirement years. Among those who plan to enter a new field, training is seen as even more crucial to succeeding on the job (46 percent vs. 36 percent among those staying in the same field).

Meanwhile, when asked about what they enjoyed most about their current career, most mentioned income, benefits, and the schedule/work-life balance.

According to the AARP survey, regardless of the field, respondents are hoping to work part-time (73 percent), with over half expecting to work for someone else (57 percent) vs. being a contractor (21 percent) or starting their own business (19 percent). Personal contacts and job listings are the primary avenues respondents say they use to find post-retirement work (49 percent and 43 percent, respectively). Professional networking is also a popular way people plan to find work, note the researchers.

When questioned about their dream job, many respondents talk about a profession, for others it may be a particular type of working lifestyle. Jobs in the sports, creative, hospitality and education fields are mentioned frequently by the respondents while those looking for lifestyle benefits seek flexibility, lucrative, opportunities to travel, and employment with a charitable aspect to it.

AARP’s efforts to look into how people spend time in their retirement years is the first survey of this kind and there are no comparative stats from previous years, says Kim Adler, AARP’s Work and Jobs Lead.

The findings suggest that there are major implications for employers, adds Adler. “Americans are living longer, healthier lives and we will see a continuation of the long term trend of working into retirement years. Nearly 19 percent of 65 and older workers are in the workplace and the percentages – as well as the actual numbers – are likely to continue to rise. This will give employers the opportunity to hire and retain experienced workers who look forward to the opportunities and challenges in the workplace,” she says.

According to Adler, “there are shortages of skilled workers in certain industries and many employers report difficulty filling jobs. For these jobs – and all others – employers and employees benefit from an intergenerational workforce that encourages mentoring and knowledge sharing.”

Great Wealth of Experience


“The survey gives us a better picture of what retirement looks like today and, likely, well into the future,” said AARP Rhode Island State Director Kathleen Connell. “But it also is a conversation starter about the value of older workers. Older Rhode Island workers represent a great wealth of experience and accomplishment at every level of the workforce.

“Employers should embrace the willingness of people to work part-time after 65 or 70 as a “golden’ opportunity, if you will. And this is especially true of startups, where wisdom is a critical success factor. Growing the Rhode Island economy might depend on synergies of young innovators guided by experienced leaders and managers.

Adds Charlie Fogarty, Director of the Rhode Island Division of Elderly Affairs, “Many older adults look at retirement as a transition period, and not a defined point in time in their lives.” He notes, “this population has a wealth of experience and knowledge that can be shared while working part-time, making for a more productive and richer work experience for all employees.”

“Our new research shows a fluid workplace, with many experienced workers looking for flexible part-time work in interesting and challenging positions to continue their careers,” said Kim Adler, AARP’s Work and Jobs lead. “The new website [AARP.org/Work] will help experienced workers control their careers and stay connected, competitive and current in the workplace,” Adler added.

This AARP survey, overseen by Gretchen Anderson, AARP Research, was fielded online from July 27 to Aug. 3, 2015 and conducted among adults age 50-64 who are currently employed full time. A total of number of 4,975 surveys were completed. The final data has been weighted to U.S. Census for analysis.

And No, We’re Not Talking Pong: New Survey Captures Attitudes and Habits of Older Gamers

Although the millennial generation grew up being surrounded with interactive technology, spending thousands of hours playing video games, baby boomers are technologically plugged in, too. According to a new survey released in the beginning of June by AARP and the Entertainment Software Association (ESA), 41 million Americans, more than one of every three people over age 50, play video games on a regular basis.

According to Oscar Anderson, AARP Research, “The video game industry is one of the fastest growing industries in the U.S. economy with more than $23 billion in sales last year. Innovation present in this industry affects not only entertainment but also business, engineering, health, and education.”

Older Adults and Technology

The 93 page report, Video Games: Attitudes and Habits of Adults Age 50-Plus, found that three-quarters of gamers age 50-plus play weekly, with four in 10 playing daily. Among gamers age 60 and above, 43 percent play video games every day.

Researchers say that the top reason gamers say they play video games is to have fun (26% say this is an extremely important reason and 52% say it is very important). Maintaining mental sharpness also was cited by the survey respondent as an important reason for playing video games.

The researchers also found that a greater proportion of older gamers compared to younger gamers report playing video games weekly or more often (37% of 50-59 year olds compared to 43% of 60-plus say they play every day).

“With the explosion of dynamic, compelling, and diverse content and the growing popularity of online gaming, video games are now an experience shared across generations of Americans,” said Michael D. Gallagher, president and CEO of ESA, which represents the U.S. video game industry in a statement on June 2, 2016 with the release of the survey findings. “As Gen X turns 50 and Millennials raise tech-centric families, participation will only continue to expand just as games continue to evolve.”

The report prepared by GfK Public Affairs and Corporate Communications, explored the attitudes and habits of people age 50 also examining what how and what older gamers play. Older gamers most commonly play on laptops or computers (59 percent), followed closely by phones or mobile devices (57 percent) to play video games. They prefer video games that mimic traditional forms of play; card/tile games (46 percent) and puzzle/logic games (44 percent) are the most popular among older gamers.

Crossing Generational Lines

“Video games have come a long way since the days of Pong. Today’s online video games give people 50-plus fun ways to stay connected with their family and friends through online gaming communities across a variety of devices,” said Jo Ann Jenkins, CEO of AARP, in her statement. “Video games and apps are truly ageless, offering gamers of all ages—a grandfather as well as his granddaughter—the opportunity to share entertainment and social interactions with one another.”

The study found that Gamers age 50-plus are more likely to be women (40 percent) than men (35 percent). More of the female respondents reported playing games daily (45 percent) than their male counterparts (35 percent). Meanwhile, women (57%) are significantly more likely than men (43%) to say they play more today than they did five years ago.

Additionally, researchers say that card/tile games (46%) and puzzle/logic games (44%), followed distantly by trivia/word/ traditional board video games top the list of respondents’ three favorite types of video games.

In total, 22% of gamers have not made any video game related purchase in the past 6 months. Of the gamers who made purchases, 77% bought for themselves, while 52% bought for others.

Half of older gamers say that learning about new video games and gaming hardware came from sources other than internet websites, with one in six reporting their children and grandchildren influence their choice of games.

With the exception of those who are trained in their jobs, most people 50+ have learned most of that they know about computing from their children and their grandchildren,” said AARP Rhode Island State Director Kathleen Connell. “So, it should come as no surprise that plenty of people 50 and over have been exposed to, if not addicted to video games.

Promoting Brain Health and Other Bennies

“Recently, I observed a member playing the online Scrabble game ‘Words With Friends’ on her tablet while waiting for a meeting to start,” Connell added. “She was connected with a grandchild and loving it.

“We know that certain video games promote brain health, which is something we all are hoping to strengthen. And the so-called ‘passive-learning games’ are a way to connect people with useful information.  Just last month, AARP launched the Pop Up! Family Caregiver Game, which challenged players to learn more about valuable resources for family caregivers. Throughout June, you could download the free app and play daily with a chance to win prizes. It was a refreshing way to engage people, provide some fun and spread the word about our organization’s ongoing efforts to support caregivers.”

Researchers are telling us that playing video games can increases social interaction, enhance your mood and improves physical health, social and cognitive functioning. Some games can even improve hand-eye coordination.

AARP’s Video Game study findings indicate that older persons are becoming comfortable with newly emerging technologies. A growing number of baby boomers and seniors are now easily communicating with family and friends on Facebook and other social media, playing video games, streaming movies or even reading digital E-books.

Most important research studies are now looking at gaming and brain functioning are are finding that regularly playing video and internet games just might positively impact your physical and cognitive health and well-being.

As to methodology of AARP’s Video Game study, the online survey took place between March 9 through March 17, 2016, with a nationally representative sample of 2,964 adults age 50 and older (gamers, n=1510; non-gamers, n=1454).
