Looking back at 2024, sharing some favorites

Like many national news organizations, RINewsToday, The Pawtucket Times and Woonsocket Call (now combined into one newspaper called the Blackstone Valley Call & Times), offers its readers an ‘age beat’ editorial commentary, covering a myriad of aging issues, Congress (including Social Security and Medicare) retirement, the long-term care continuum, consumer issues, spirituality, pop culture, health care and even economics. Throughout these years

I’ve covered these issues as they relate to older Rhode Islanders, also covering Smith Hill, when there are state policy debates on issues that will impact older Rhode Islanders.

As a Rhode Island ‘age beat’ journalist for over 45 years, I have penned over 1,000 stories covering issues of interest to our readers. These authored and coauthored pieces have appeared in national, state and trade publications.

For many of these editorial commentaries, I have consistently drawn on the invaluable research produced by the Washington, DC-based AARP. Their insightful reports, polls, and studies have provided a wealth of information that has deepened public understanding of the challenges and opportunities of aging. I’ve also drawn on the expertise of professionals in the Rhode Island aging network for their perspective and comments on these topics, giving the editorial a good, local slant, where possible.

In 2024, my commentaries have appeared weekly in daily news outlets, also in other media outlets including RINewsToday – that’s about 52 articles a year – over quite a few years now! I’ve written for digital news publications, Senior Digest, a monthly publication for those over age 50, the Narragansett Times, Kent County Daily, Cranston Herald, Warwick Beacon and the Johnston Sun who have picked up stories, and of course, my own blog.

As we celebrate the New Year and look forward to 2025, looking back, I have selected my top five favorite commentaries published in 2024. Specifically:

“Stoic Tips for the Class of 2024,” May 27, 2024.

Generally, thousands of commencement speeches occur annually at university and colleges in the U.S. The common themes of these speakers (traditionally 10 minutes in length, up to 2,500 words) that typically emerge in their speeches in 2024 were: resilience and overcoming challenges; embracing change and innovation; social responsibility and making a difference; the power of community and collaboration; and personal growth and lifelong learning; mental health and well-being and finally embracing diversity and inclusion.

Over the years, never being invited to give a commencement speech, I have traditionally penned my own. So, in 2024, advice was giving to graduating seniors, pulling from stoicism, a school of Hellenistic philosophy that thrived in Ancient Greece and Rome. Advice came from: Epictetus, a former slave in Hierapolis (modern-day Turkey) around 50 CE; Seneca the Younger, who lived in the 1st century CE; Stoic Philosopher Marcus Aurelius, a Roman Emperor who ruled from 161 to 180 CE; and Stoic Greek philosopher, Heraclitus.

Graduating seniors were advised to remember the teachings of Stoic philosophy that would offer them a timeless roadmap for living a life of purpose, meaning, and fulfillment.

“Congressman Magaziner Takes Baton on Bring Back House Aging Committee,” March 4, 2024

Over 30 years ago, the US House Democratic leadership’s belt-tightening efforts to save $1.5 million resulted in the termination of the House Permanent Select Committee on Aging. This commentary announced Cong. Seth Magaziner (RI-2) legislative attempt to bring back the House Select Committee on Aging (HSCoA) when he picked up the baton from former Cong. David Cicilline who sought to bring it back during the 114th-117th Congresses.

The Commentary announced that Cong. Seth Magaziner’s introduction of H. Res. 1029, on Feb. 23, 2024, (cosponsored by Cong. Gabe Amo (RI-1) and 27 House Democratic lawmakers) to reestablish the HSCoA. It was referred to the House Committee on Rules for mark-up, (which never occurred) and the legislative resolution died at the conclusion of the 118th Congress.

According to the commentary, every day 12,000 Americans turn 60. By 2030, nearly 75 million people in the U.S. — or 20% of the country — will be age 65 or older. With the graying of our nation, the need for support and services provided under programs like Social Security, SSI, Medicare, Medicaid and the Older Americans Act increases.

Magaziner’s 213-word resolution would have authorized the HSCoA to study the use of all practicable means and methods of encouraging the development of public and private programs and policies which will assist seniors in taking a full part in national life and which will encourage the utilization of the knowledge, skills, special aptitudes, and abilities of seniors to contribute to a better quality of life for all Americans.

Finally, the House Resolution would also allow the HSCoA to develop policies that would encourage the coordination of both governmental and private programs designed to deal with problems of aging and to review any recommendations made by the President or by the White House Conference on aging in relation to programs or policies affecting seniors.

Hopefully, we will see Magaziner continue his attempt to bring back the HSCoA by reintroducing a new resolution during this new Congress. With his

“If You Want a Friend in Washington, Get a Furry Friend,” Aug. 5, 2024.

With an increasing number of adults reporting a decrease in the number of close friends, the old adage, “If you want a friend in Washington, get a dog,” might also be applicable outside the Beltway, even in the Ocean State. This companionship can also boost your physical and mental health. Your furry friends’ capacity for unconditional love enables them to share our lives’ highs and lows.

This commentary stressed the powerful bond of owning a pet and how the relationship offers mental and emotion support to their owners.

According to the findings of an American Psychiatric Association (APA) Healthy Minds Monthly poll released jointly with the American Veterinary Medical Association, among the many mental health benefits of pets, nearly two-thirds of pet owners say that their animals offer companionship (65%), are a true friend (65%) and provide unconditional love and support (64%), the survey finds. Eighty-four percent of pet owners say that their pets have a mostly positive impact on their mental health, similar to the findings of last year’s polling on the same topic. The poll was of 2,200 adults, done by Morning Consult.

Furthermore, the survey’s findings indicated 62 percent of the survey’s respondents say that pets provide a calming presence and also help reduce their stress and anxiety. Thirty-five percent note that their pet encourages them to be more physically active, too. The findings note that owning a pet adds structure to a respondent’s schedule and can even increase social connections with others (19%).

Yes, in Washington or outside the Beltway, if you want a friend, get a dog (or even a cat, bird or hamster). Pets can become a protective buffer against physical and mental disorders and life stressors.

“Someone’s Trash is a Military Family’s Treasure: Ours,” June 3, 2024.

This commentary, in the Blackstone Valley Call & Times, highlighted my efforts to retrieve a military footlocker that belonged to my father, after being notified that a Detroit couple, Michael Shannon and his girlfriend Cetaura Bell, found it cast away on a sidewalk for anyone to claim. The trunk had sat in a vacant garage for over 60 years (with the owner having no relations with the owner Lt. Frank M. Weiss). The couple went out of their way to try and finally successfully track me down thru an internet search.

My story was picked up by RINewsToday, and then in several local papers. The Detroit Free Press, a Gannet publication also did a story, in both their digital and print editions, and then other Gannet papers, including the Providence Journal, the Cincinnati paper and the Indy Star. Perhaps the biggest connection, though, was made with Stars & Stripes – the US military’s independent news source with a circulation of over 1 million readers.

“Shortage of direct care professionals a local and national concern,” April 22, 2024

Over 23 years ago, commentaries in the Pawtucket Times that I wrote reported on the crisis of a direct care staffing shortage and inadequate reimbursement being paid to nursing facilities to care for Rhode Island’s frail seniors. As we enter 2025, NOTHING has changed and these staffing and reimbursement issues still continue to exit.

The commentary took a look at a U.S. Special Committee on Aging hearing, chaired by Chairman Bob Casey, (D-PA), showcasing S. 4120, legislation that he introduced with U.S. Senators Tim Kaine (D-VA), and Tammy Baldwin (D-WI). The Long-Term Care Workforce Support Act, introduced during the 118thCongress,would ensure that direct care professionals have a sustainable, lifelong career by providing substantial new funding to support these workers in every part of the long-term care industry, from nursing homes to home care, to assisted living facilities.

The Senate Aging Committee hearing revealed a number of statistical findings showing the need for Congress to address the nation’s severe ongoing direct care professional workforce shortage. It was noted that a recently released survey revealed 92% of nursing facility respondents and nearly 70% of assisted living facilities reported significant or severe workforce shortages.

The April 16th hearing entitled, “The Long-Term Care Workforce: Addressing Shortages and Improving the Profession,” examined the challenges currently facing long-term care workers who are often underpaid and overworked, leading to widespread worker shortages that threaten the availability of care for those who need it.

“It’s a crisis that stems largely from a lack of support for and investment in our care giving workforce,” warned Casey in his opening statement. “Between 50 to over 90 percent of long-term care settings and providers report significant staffing shortages, affecting their ability to provide services, accept new clients, or even to remain open,” he said, with witnesses providing personal testimony about this policy issue.

John E. Gage, MBA, NHA, President & CEO, of the Rhode Island Health Care Association (RIHCA), Maureen Maigret, policy advisory of the Senior Agenda of RI (SACRI), offered their views of the nation’s severe ongoing direct care professional workforce shortage citing Rhode Island specific examples.

In conclusion…

I extend my heartfelt thanks to the thousands of individuals I have interviewed over these 45 years. Their comments reflecting insights and observations about aging, health care, and medical issues, have profoundly enriched these commentaries.

Bipartisan efforts strengthens the Dementia public health infrastructure

In the waning days of the Biden administration, Congress has moved one step closer to assisting states to continue to effectively implement dementia interventions.  Following passage of H. R. 7218 on Sept. 17th, by voice vote on Nov. 21st, the U.S. Senate passed S. 3775, also without objection. At press time, the bipartisan legislation now heads to President Biden’s desk to be signed into law.

Once signed, the new law re-authorizes the Building Our Largest Dementia (BOLD) Infrastructure for Alzheimer’s Act (P.L.115-406) enacted in 2018, empowering public health departments across the country to implement effective dementia interventions in their communities.

In a March 2024 fact sheet, the Alzheimer’s Impact Movement (AIM) calls for Alzheimer’s and other dementias to be considered an urgent public health issue, noting that nearly 7 million seniors across the nation are currently living with Alzheimer’s.

While partisan bickering has reduced the number of bills passed during the 118th Congress, Democratic and Republican lawmakers seek solutions for containing the skyrocketing costs of care, finding a cure for debilitating brain disorders, and supporting caregivers. 

The nation spends more than $360 billion per year, including $231 billion in costs to Medicare and Medicaid. Barring any major breakthroughs to prevent, slow down, or cure Alzheimer’s, the number of Americans with Alzheimer’s is expected to double by 2060, costing the nation more than $1.1 trillion per year, says AIM’s Fact Sheet.

Congress continues funding of Dementia effective interventions

In the Senate, S. 3775 was spearheaded by Sens. Susan Collins (R-ME) Catherine Cortez Masto (D-NV), Tim Kaine (D-VA), and Shelley Moore Capito (R-WV), and cosponsored by Sens. Jack Reed and Sheldon Whitehouse.  It’s companion measure, H.R. 7218, was introduced in the House by Reps. Brett Guthrie (R-KY), Chairman of the Health Subcommittee of the House Energy & Commerce Committee, along with Chris Smith (R-NJ), Paul Tonko (D-NY), and Maxine Waters (D-CA).

With its enactment in 2018, P.L. 115-406 accelerated a multi-pronged public health approach to reduce risk, detect early symptoms, advance care, improve data, and ultimately change the trajectory of this devastating disease.

Headed by the Centers for Disease and Prevention (CDC), the reauthorization would authorize $33 million per year, in line with current appropriations, over the next five years to support:

1.  Alzheimer’s Disease and Related Dementias Public Health Centers of Excellence dedicated to promoting effective Alzheimer’s disease and caregiving interventions, as well as educating the public on Alzheimer’s disease, cognitive decline, and brain health. 

2.  Public Health Cooperative Agreements with the CDC that are awarded to State Health Departments to help them meet local needs in promoting brain health, reducing risk of cognitive decline, improving care for those with Alzheimer’s, and other key public health activities. 

3.  Data Grants to improve the analysis and timely reporting of data on Alzheimer’s, cognitive decline, caregiving, and health disparities at the state and national levels.

Since the original Bold Infrastructure for Alzheimer’s Act passed, the CDC has made 66 awards to 45 state, local and tribal public health departments to help them implement effective dementia interventions such as reducing risk, increasing early detection and diagnosis, and supporting the needs of caregivers.

“Alzheimer’s disease is one of the greatest and most under-recognized public health threats of our time. Nearly seven million Americans—including 29,600 Mainers—are living with the disease, and that number is soaring as our overall population grows older and lives longer,” said Maine Sen. Collins, a founder and Senate co-chair of the Congressional Task Force on Alzheimer’s Disease in a statement announcing the passage of the legislation.  

“The passage of this bipartisan legislation is a tremendous victory for families and communities nationwide. By reauthorizing the BOLD Infrastructure for Alzheimer’s Act, we are reaffirming our commitments to providing the tools needed to fight this devastating disease, and to not let Alzheimer’s be one of the defining diseases of our children’s generation as it has ours,” says Collins.

“Since the original BOLD Infrastructure for Alzheimer’s Act passed, public health departments have been able to improve brain health across the life course in their communities,” said Robert Egge, Alzheimer’s Association chief public policy officer and AIM president. “The BOLD Reauthorization Act will help public health departments implement effective strategies that promote brain health, address dementia, and support individuals living with dementia and their caregivers,” said Egge. “We urge the President to support the Alzheimer’s community and swiftly sign this bipartisan bill into law,” he says.

Rhode Island response

“Getting this bill across the finish line is a win for the 25,000 Rhode Islanders living with Alzheimer’s, their adult children who work tirelessly as unpaid family caregivers, and for the health and economic needs of the next generation too.  We must continue the progress we’ve made against Alzheimer’s.  We’ve got to find better treatments for Alzheimer’s and related dementias. The federal government must do its part to reduce risk, detect early symptoms, and advance care while lifting the burden on unpaid caregivers,” said RI Sen. Reed.

Since the original BOLD Infrastructure for Alzheimer’s Act passed in 2018, Reed noted that the Rhode Island Department of Health (RIDOH) has been awarded $3.8 million in BOLD Infrastructure for Alzheimer’s Act grants from the CDC. RIDOH has used the federal BOLD grant funds to help to implement effective Alzheimer’s interventions, including boosting early detection and diagnosis, reducing risk, and preventing avoidable hospitalizations, he says.

Victoria O’Connor, program manager at the RIDOH’s Alzheimer’s Disease and Related Disorders (ADRD), who chairs the state’s Advisory Council on ADRD, agrees with Sen. Reed’s assessment about the positive impact of this federal grant on state-wide public health interventions for those caring for persons with dementia.

“The RIDOH Alzheimer’s Disease and Related Disorders Program leads a statewide Advisory Council, convening critical partners, subject matter experts, and people with lived experience to advise implementation of the BOLD funded workplan as well as oversee the Rhode Island State Plan on Alzheimer’s Disease and Related Disorders 2024-2029. This collaborative approach has led to successful implementation of public health interventions statewide that aim to empower all individuals impacted by dementia to achieve their best quality of life.” says O’Connor.

Other congressional actions to combat Alzheimer’s  

Earlier this year, Sen. Reed helped pass the National Alzheimer’s Project Act (NAPA) Reauthorization Act and the Alzheimer’s Accountability and Investment Act (AAIA).  Sen. Whitehouse was also a cosponsor of the National Alzheimer’s Project Act (NAPA) Reauthorization Act.  Both bills were signed into law by President Biden. 

The NAPA Reauthorization Act (P.L.,118-93) reauthorizes NAPA through 2035, considered a roadmap to coordinate federal efforts in responding to Alzheimer’s and other forms of dementia.  Since NAPA was first passed in 2011, Alzheimer’s research funding has increased seven-fold.  Today, funding for research into Alzheimer’s and other dementias totals over $3.8 billion.

The Alzheimer’s Accountability and Investment Act (P.L. 118-93) would require the Director of the National Institutes of Health (NIH) to submit an annual budget to Congress estimating the funding necessary to fully implement NAPA’s research goals.  This will help ensure Congress can make a well-informed decision to determine necessary Alzheimer’s research funding levels.

We have made tremendous progress in recent years to boost funding for Alzheimer’s research, which holds great promise to end this disease that has had a devastating effect on millions of Americans and their families,” said Sen. Collins, who authored NAPA and AAIA.

“These two bills will maintain our momentum and make sure that we do not take our foot off the pedal just as our investments in basic research are beginning to translate into potential new treatments. We must not let Alzheimer’s to be one of the defining diseases of our children’s generation as it has ours,” she says.

And as a member of the Appropriations subcommittee that oversees funding for the National Institutes of Health (NIH), Sen. Reed helped provide a $275 million increase for Alzheimer’s disease research in the fiscal year 2025 Senate Labor, Health and Human Services, Education, and related Agencies Appropriations bill.  In 2019, NIH awarded Brown University researchers, along with Boston-based Hebrew SeniorLife (HSL), over $53 million in federal research funds  to lead a nationwide effort to improve health care and quality of life for people living with Alzheimer’s disease and related dementias, as well as their caregivers.

Congressman Magaziner takes baton on bringing back House Aging Committee

Congressman Seth Magaziner (RI-2) has picked up the baton from former Congressman David Cicilline who sought to bring back the House Aging Committee during the 114th-117th Congresses.

At press time, Magaziner’s H. Res. 1029, introduced Feb. 23, 2024, has been referred to the House Committee on Rules for mark-up, and if passed, will be considered by the full House.

“Older Americans deserve a seat at the table, particularly when it comes to important issues such as protecting Social Security and Medicare,” said Magaziner in a statement announcing his legislative efforts to pass H. Res. 1029. “I am proud to introduce legislation to re-establish a House Permanent Select Committee on Aging, which will advocate for America’s aging population and ensure seniors’ voices are heard when it comes to federal policymaking,” he says.

“Ensuring that seniors can thrive in our communities should always be a priority for the House of Representatives,” said Congressman Gabe Amo (RI-1)  one of 15 original cosponsors of H. Res. 1029, who initially called for bringing back the House Aging Committee during his campaign to win former Cicillini’s vacant seat.

“That is why it is essential that there is a dedicated committee for lawmakers to focus on the issues that impact seniors’ quality of life. From preserving and expanding Social Security and Medicare to reducing the cost of prescription drugs to keeping seniors in safe and stable housing, there are so many issues to address under the leadership of a Special Committee on Aging. Seniors in Rhode Island and across the country deserve nothing less,” says Amo.

The House can readily create an ad hoc (temporary) select committee by approving a simple resolution that contains language establishing the committee—giving a purpose, defining membership, and detailing other aspects, says EveryCRSReport. Salaries and expenses of standing committees, special and select, are authorized through the Legislative Branch Appropriations bill.

Putting a spotlight on aging issues

H. Res. 1029 simply amends the Rules of the House to establishes a Permanent House Select Committee on Aging, noting that this panel shall not have legislative jurisdiction, but it’s authorized to conduct a continuing comprehensive study and review of the aging issues, such as income maintenance, poverty, housing, health (including medical research), welfare, employment, education, recreation, and long-term care.

The 213-word resolution would have authorized the House Aging Committee to study the use of all practicable means and methods of encouraging the development of public and private programs and policies which will assist seniors in taking a full part in national life and which will encourage the utilization of the knowledge, skills, special aptitudes, and abilities of seniors to contribute to a better quality of life for all Americans.

Finally, the House Resolution would also allow the House Aging Committee to develop policies that would encourage the coordination of both governmental and private programs designed to deal with problems of aging and to review any recommendations made by the President or by the White House Conference on aging in relation to programs or policies affecting seniors.’

Aging organizations, advocates call for passage of H. Res. 1029

According to Max Richtman, President and CEO of the Washington D.C.-based National Committee to Preserve Social Security and Medicare (NCPSSM), jurisdiction over many programs affecting seniors is shared by multiple standing committees, which can make it difficult for them to fully explore solutions that do not fit squarely into a single committee’s expertise. Such issues include a variety of intergenerational concerns that merit attention, such as the growing demands on family caregivers and our intractable retirement security crisis. “An inter-disciplinary approach to these issues can best be advanced by a Select Committee with broad jurisdiction,” he says. 

“Re-establishing a Select Committee on Aging in the House would also complement the strong bipartisan work of its counterpart in the Senate,” says Richtman. “In recent years, the Senate Special Committee on Aging has effectively promoted member understanding on a range of issues,” he says, noting that these issues include concerns of grandparents raising grandchildren, elder abuse and fraud, the effects of the COVID-19 pandemic on older Americans and their families, the importance of financial literacy in planning for retirement, and the costs associated with isolation and loneliness. 

“Historically, the House Select Committee on Aging served as a unique venue that allowed open, bipartisan debate from various ideological and philosophical perspectives to promote consensus that, in turn, helped facilitate the critical work of the standing committees. We believe that issues affecting seniors would be best advanced by the re-establishment of such a Committee in the House,” adds Richtman. 

NCPSSM will endorse H. Res. 1029 and plans to promote it to House lawmakers. If the Democrats take control of the House next November, the organization will approach the Democratic House Speaker when he is crafting rules to operate and request that the rules include reestablishing the HSCoA. 

Nancy Altman, President of the Washington, DC-based Social Security Works, strongly supports Magaziner’ efforts to bring back the HSCoA. “Social Security is a critical issue for older Americans. “There’s so much misinformation out there about Social Security, and as a result many people aren’t confident they’ll get the benefits they’ve earned. More accurate information coming from Congress would help,” she says.

According to Altman, the Social Security Subcommittee of the House Ways and Means Committee does incredibly important work, but Ways and Means has such a broad jurisdiction that Social Security and other aging related issues don’t always get the attention they deserve. “A House Aging Committee could shine an important spotlight, informing the public, the media, and fellow members,” she notes.

Altman offers suggestions to the Rhode Island Congressman to increase the chances for passage of H. Res. 1029. “If he doesn’t already have Republican co-sponsors, he should try to get some since they’re more likely to convince Speaker Mike Johnson to create the committee,” she says. 

In addition to working for passage of H. Res. 1029, this Congress, Altman recommends that Magaziner start working now to line up Democrats to push for the reestablishing the House Select Committee on Aging at the beginning of the next Congress, where there is likely to be Democratic control. 

Robert S. Weiner, now President, Robert Weiner Associates News, was House Aging Committee Chief of Staff under Chairman Claude Pepper, from 1976 to 1980, when the Florida lawmaker headed the HSCoA, as a force to be reckoned with in his advocacy of America’s seniors.

“I saw first-hand the power of that committee when we met with Presideent Jimmy Carter and he endorsed the HSCoA’s efforts to abolish mandatory retirement,” says Weiner, noting that the bill passed 359-2 in the House and 89-10 in the Senate, and signed into law by the President.

According to Weiner, the Carter Center recently invited him to pen an article this fall, for their “last print edition of the “Carter-Mondale Newsletter,” entitled “Carter, Pepper Strike Blow Against Age Discrimination.”

“We also held high-powered hearings on nursing home abuses, cancer insurance fraud, the need for expanded home health care (which ultimately became law), elder abuse, and pensions,” adds Weiner. As to Social Security, the Pepper-O’Neill-Reagan deal guaranteed the solvency of Social Security through 2034.

As to legislative strategy, Weiner suggests that Magaziner get 100 plus sponsors – Democrats and Republicans – by bringing a copy of the resolution to the House floor and getting cosponsoring significantly efficiently and quickly by first-hand recruiting action. He might even ask to address the House for a one-minute speech about the importance of passing H. Res. 1029.

“Both parties are nuts if they don’t help seniors by having a dedicated House Select Committee on Aging,” asserts Weiner.

“This is a significant opportunity for the Congress to take a comprehensive view as to how we as a country wish to better support the aging of America.  Older adults suffered the most during the COVID pandemic — more than 90% of the deaths were individuals over 60.  Many older adults are still suffering from loneliness and social isolation.  Such a bipartisan effort led by Congressmen Magaziner and Amo would be historic,” stated Vincent Marzullo, who served 31 years as a career federal civil rights and social justice administrator at the National Service Agency, and a well-known aging advocate.  He serves on Magaziner’s he RI-02 Seniors Advisory Committee.

The clock is ticking. With the upcoming presidential elections taking place in about 246 days, Magaziner must quickly work to get House Republicans cosponsors to get House Speaker Mike Johnson to allow a vote in the House Rules Committee. Without support of his caucus, he is likely to say no.

Magaziner must convince Congressmen Brian Fitzpatrick (R-PA) and Josh Gottheimer (D-NJ), co-chairs of the “Problem Solvers Caucus,” consisting of essentially an equal number of 63 Republican and Democratic lawmakers, to push for passage of H. Res. 1029.  This may be the only way to pass a resolution to reestablish HSCoA in a Republican-controlled House.
