Older Americans Month: great time to bring back House Aging Committee

On April 29, President Joe Biden proclaimed the month of May, Older Americans Month for 2022 to honor the nation’s 54.1 million Americans aged 65 and over “who contribute their time and wisdom to make our communities stronger, more informed, and better connected.”

“Older adults have always been a vital source of strength and resilience in America,” stated Biden in the proclamation.  During the pandemic, many seniors came out of retirement to serve their communities in health care and education roles, filling job vacancies in critical shortage areas. Moving forward, we must ensure that older Americans have the appropriate resources to maintain their independence and stay connected to their communities,” he said.

The proclamation also noted that the nation is celebrating the 50th anniversary of the Older Americans Act Nutrition Program — the first federal program to support the well-being of older Americans through meal deliveries, nutrition services, educational programs, and counseling. This year is also the 10th anniversary of the nation’s National Plan to Address Alzheimer’s Disease and recommit to building upon this important work being done.

Biden recognizing this month in honor of seniors follows the footsteps of 11 presidents, beginning with President John F. Kennedy in 1963, when only 17 million Americans had reached their 65thbirthday. At that time,  about a third of America’s seniors lived in poverty and there were only a few federal programs to meet their needs. A meeting in April 1963 between Kennedy and the National Council of Senior Citizens led to designating May as “Senior Citizens Month,” later renamed “Older Americans Month.”

Over the years, OAM is a time the nation acknowledges the contributions of past and current older persons to our country, in particular those who defended our country. Communities across the nation pay tribute at ceremonies, events, and fairs, or in other ways to older persons in their communities.  

OAM – a great time to bring back the House Aging Committee

As the nation celebrates OAM, an eblast to over 90,000 seniors by the National Committee to Preserve Social Security and Medicare (NCPSSM) urged these older voters to call their congressmen to request them to cosponsor Rhode Island Congressman David Cicilline’s H. Res. 583, to reestablish the House Select Committee on Aging (HSCoA). “It couldn’t be a better time to highlight the urgent need to reinstate this investigative committee which would help restore Congressional focus on key policy issues [Social Security, Medicare, housing, prescription drugs, and long-term care] impacting the nation’s seniors says the Benefits Watch newsletter.   

“Today, with seniors representing a growing portion of the U.S. population and several federal programs that seniors rely on at an inflection point, there is an increasing need for a House committee that advocates for older Americans,” says NCPSM’s email, noting that’s why the Washington, DC-based advocacy group has signed onto the Leadership Council on Aging Organization’s (LCAO) letter calling on the House to pass H. Res. 583. 

“While there are other committees with jurisdiction over seniors’ programs, there is no single committee dedicated to keeping an eye on the big picture for seniors.  Fortunately, the Senate Special Committee on Aging has continued to operate in the absence of a House counterpart,” notes NCPSSM’s email, noting that “seniors would benefit from a reinstated and robust HSCoA, whose sole mission would be to look out for older American’s needs.

National Aging Groups, former Pepper staffer weighs in

“Older Americans month would be the perfect time to bring back the Aging Committee,” says Bob Weiner, former Chief of Staff under chairman Claude Pepper of the House Select Committee on Aging. “It’s sorely missing now. With Pepper’s legacy as the guide, pandemic deaths, nursing homes, home health care, Social Security, and Medicare would be improved by the sunlight of oversight. Seniors are now vulnerable and threatened by what could happen and having the Aging Committee back would reinstate the wall of protection that Pepper gave them,” he says. 

“The LCAO supports the establishment of HSCoA to provide an important forum for discussion, debate and exploration of issues impacting an aging society,” says Katie Smith Sloan, chair of the Leadership Council of Aging Organizations (LCAO), a coalition of 69 Washington, DC-based aging organizations. “Addressing the needs of older adults and families, which are increasingly prevalent with our population shifts, now, as we celebrate Older Americans Month, is appropriate – and urgent,” says Sloan. LCAO sent a letter to members of Congress on March 4, 2022, urging them to cosponsor H. Res. 583. 

“Passing H Res 583 in May to coincide with it being Older Americans month would make eminent policy and political sense.  It is an investment in having a stronger and dedicated advocacy voice for older adults in the House which has been missing for almost 20 years,” says Robert B. Blancato, National Coordinator of the Elder Justice Coalition, who was the longest serving staff person on the original House Aging Committee, from 1977 to 1993.

“As our country’s older adult population continues to grow each day, so does the urgency with which we need to pursue effective solutions to myriad aging issues,” says Erika Kelly, Chief Membership and Advocacy Officer of Meals on Wheels America. “To see the House pass this resolution to reestablish the HSCoA during Older Americans Month would be a tremendous step forward,” she says.

“Older Americans Act programs, like Meals on Wheels, will undoubtedly face the lingering impact of the pandemic and other challenges for years to come. Having this HSCoA come [back] to life again, especially during this celebratory month, would provide critical leadership and attention when it’s needed most and make a difference in the lives of tens of millions of older adults,” says Kelly.

Finally, Cicilline, H. Res. 583’s sponsor and the NCPSSM tells us why it is important for House Speaker Nancy Pelosi and her Democratic leadership colleagues to support and bring H. Res. 583 to the House Rules Committee for a vote during Older Americans Month.

“With Older Americans Month upon us, this is an important moment to underscore how the pandemic has disproportionately impacted seniors. Now, with growing concerns about inflation, seniors on fixed incomes will bear the burden of the rising cost of prescription drugs, food, housing, and other essentials. A House Permanent Select Committee on Aging would help Congress focus on, study, and address the issues that affect seniors to make sure they can live the rest of their lives with dignity and security,” says Cicilline.

“When there was a HSCoA before it was abolished in 1995, the investigative House committee held hearings on aspects of the Older Americans Act leading up to the 1992 reauthorization of the law,” noted NCPSSM’s Dan Adcock, Director of Government Relations and Policy. “The findings of these hearings were helpful to the House Committee on Education and Labor which had legislative jurisdiction over the Older Americans Act.  The Subcommittee on Human Resources [now called the Civil Rights and Human Services Subcommittee] under the full Education and Labor Committee held several of its own hearings on the OAA, too – including field hearings held across the country — leading to the enactment of the 1992 reauthorization., he said. 

According to Adcock, during that period of time, there was significant communication between the House Aging Committee staff and the Ed and Labor Committee and Human Resources Subcommittee staff.  But the legislative language was written and marked up by the latter. “A reestablished HSCoA could play a similar role in the future, but the panel’s ability to have an impact on legislation drafted by the authorizing committees would depend on the cooperation between the respective committee chairs and staff and the degree of relevancy of the hearings held by a reconstituted House Aging Committee,” he says. 

Over 400 senior groups support H. Res. 583

While LCAO is a pretty diverse group of national aging organizations – each with their own policy priorities, the coalition of 69 members, representing over 100 million over 50, and 50 million over 65 came together to endorse and affirm their support of Cicilline’s resolution.  

Ms. Nancy Altman, President of Social Security Works and Chair of the Strengthen Social Security Coalition, strongly supports the passage of H. Res. 583 and that her coalition of 350 national and state organizations representing 50 million Americans endorses Rep. Cicilline’s resolution.  

As we celebrate OAM, it is key to House Speaker Nancy Pelosi, Majority Leader Steny Hoyer (D-MD) and Whip James Clyburn (D-SC) to join Cicilline along with Congresswomen Jan Schakowsky (D-IL) and Doris Matsui (D-CA), cochairs of the Task Force on Aging and Family and 43 cosponsors of H. Res 583, giving the green light to the House Rules committee to vote, and if approved send it quickly to the floor.

H. Res. 583 does not require Senate consideration and only requires a House Rules and floor vote for passage.  Passing the reestablishment of an investigative committee in the House would send a powerful message to older Americans that Congress following in Pepper’s footsteps will again get serious in addressing aging issues. 

As mentioned in previous commentaries, bringing back the HSCoA is a winning federal policy to positive impact America’s seniors and this group.  It’s the  right thing to do especially at a time when seniors have been a disproportionately impacted by the continuing COVID-19 pandemic.    

Over 450 national and state aging organizations representing conservatively over 150 million seniors, support the enactment of H. Res. 583. That’s a great reason for the lower chamber to strongly support.

In re-establishing House Aging Committee, hopefully the third time is indeed the charm

Twenty-six years after the House Democratic Leadership’s belt-tightening efforts to save $1.5 million resulted in the termination of the House Permanent Select Committee on Aging, U.S. Congressman David N. Cicilline reintroduces legislation to reestablish the House Aging panel, active from 1974 until 1993. Initially the House panel had 35 members but would later grow to 65 members.

According to Cicilline, the House can readily authorize the establishment of a temporary ad hoc select committee by just approving a simple resolution that contains language establishing the committee – describing the purpose, defining members and detailing other issues that need to be addressed. Salaries and expenses of standing committees, special and select, are authorized through the Legislative Branch Appropriations bill.

At press time, for the third time, Cicilline’s resolution (House Resolution 821; introduced Jan. 30, 2020) to re-establish the House Aging Committee has been introduced and referred to the House Committee on Rules for mark up and if passed will be considered by the full House.

The Nuts and Bolts

The House Resolution (just over 245 words) reestablishes a Permanent House Select Committee on Aging, noting that the panel shall not have legislative jurisdiction, but it’s authorized to conduct a continuing comprehensive study and review of the aging issues, such as income maintenance, poverty, housing, health (including medical research), welfare, employment, education, recreation, and long-term care.

Cicilline’s House Resolution would have authorized the House Aging Committee to study the use of all practicable means and methods of encouraging the development of public and private programs and policies which will assist seniors in taking a full part in national life and which will encourage the utilization of the knowledge, skills, special aptitudes, and abilities of seniors to contribute to a better quality of life for all Americans.

Finally, the House Resolution would also allow the House Aging Committee to develop policies that would encourage the coordination of both governmental and private programs designed to deal with problems of aging and to review any recommendations made by the President or by the White House Conference on aging in relation to programs or policies affecting seniors.’

Initial Resolution Blocked by the House GOP

On March 1, 2016, Cicilline had introduced House Resolution 758 during the 114th Congress (2015-2016) to reestablish the House Aging Committee. It attracted Rhode Island Congressman James R. Langevin (D-RI) and 27 other cosigners (no Republicans) out of 435 lawmakers. Seniors Task Force Co-Chairs, U.S. Congress Women Doris Matsui (D-CA) and Jan Schakowsky (D-IL) also signed onto supporting this resolution.

However, it was extremely obvious to Cicilline and the Democratic cosigners that it was important to reestablish the House Aging Committee. Correspondence penned by the Rhode Island Congressman urged House Speaker Paul Ryan (R-WI) and the House Republican leadership to support House Resolution 758. But, ultimately no action was taken because Ryan had blocked the proposal from being considered.

At that time, Cicilline remembers that many of his Democratic House colleagues didn’t think House Resolution 758 would gain much legislative traction with a Republican-controlled House. However, things are different today with Democratic House Speaker Nancy Pelosi (D-California) controlling the legislative agenda in the chamber.

During the 115th Congress (2017-2018), Cicilline continued his efforts to bring the House Select Committee on Aging back to life. On March 01, 2017, he threw House Resolution 160 into the legislative hopper. Twenty-Four Democratic lawmakers became cosponsors and but no Republicans came on board. House Speaker Ryan again derailed the Rhode Island Congressman’s attempts to see his proposal passed.

Third Times the Charm

Since a Republican-controlled Congress successfully blocked Cicilline’s simple resolution from reaching the floor for a vote in 2017, the Democratic lawmaker has reintroduced his resolution in the current Congress with the Democrats controlling the chamber’s legislative agenda.

Cicilline is working to get support from both Democratic and Republican lawmakers and has approached the House leadership for support. He plans to again reach out to aging advocacy groups for support, including the Leadership Council on Aging Organizations, consisting of some 70 national organizations, whose leadership includes the AARP, the National Council on Aging, the Alliance for Retired Americans, and the National Committee to Preserve Social Security and Medicare.

“Our nation’s seniors deserve dedicated attention by lawmakers to consider the legislative priorities that affect them, including Social Security and Medicare, the rising cost of prescription drugs, poverty, housing issues, long-term care, and other important issues,” said Cicilline in a statement announcing the reintroduction of his House resolution to bring back the House Aging Committee. “I’m proud to introduce this legislation today on behalf of seniors in Rhode Island and all across America,” says the Rhode Island Congressman who serves on the House Democratic leadership team as Chairman of the Democratic Policy and Communications Committee.

According to Cicilline, for nearly two decades, the U.S. House Permanent Select Committee on Aging was tasked with “advising Congress and the American people on how to meet the challenge of growing old in America.” The Select Committee did not have legislative authority, but conducted investigations, held hearings, and issued reports to inform Congress on issues related to aging.

“The re-establishment of the Permanent Select Committee will emphasize Congress’s commitment to current and future seniors. It will also help ensure older Americans can live their lives with dignity and economic security,” says Cicilline.

Looking Back in Time

In 1973, the House Permanent Select Committee on Aging was authorized by a vote of 323 to 84. While lacking legislative authority to introduce legislation (although its members often did in their standing committees), the House Aging panel would begin to put the spotlight on specific-aging issues, by broadly examining federal policies and trends. Its review of legislative issues was not limited by narrow jurisdictional boundaries set for the House standing committees.

In 1993, Congressional belt-tightening to match President Clinton’s White House staff cuts and efforts to streamline its operations would seal the fate of the House Aging Committee. House Democratic leadership cut $1.5 million in funding to the House Aging Committee forcing it to close its doors (during the 103rd Congress) because they considered it to be wasteful spending because the chamber already had 12 standing committee with jurisdiction over aging issues.

Even the intense lobbying efforts of a coalition of Washington, DC-based aging advocacy groups including AARP, National Council on Aging, National Council of Senior Citizens, and Older Woman’s League could not save the House Aging Committee. These groups warned that staff of the 12 standing committees did not have time to broadly examine aging issues as the select committee did.

Aging groups rallying in the support of maintaining funding for the House Aging Committee clearly knew its value and impact. In a March 31, 1993 article published in the St. Petersburg Times, reporter Rebecca H. Patterson reported that Staff Director Brian Lutz, of the Committee’s Subcommittee on Retirement Income and Employment, stated that “during its 18 years of existence the House Aging Committee had been responsible for about 1,000 hearings and reports.”

As an advocate for the nation’s seniors, the House panel prodded Congress to act in abolishing forced retirement, investigating nursing home abuses, monitoring breast screening for older woman, improving elderly housing and bringing attention to elder abuse by publishing a number reports, including Elder Abuse: An Examination of a Hidden Problem and Elder Abuse: A National Disgrace, and Elder Abuse: A Decade of Shame and Inaction. The Committee’s work would also lead to increased home care benefits for the aging, and establishing research and care centers for Alzheimer’s Disease.

Aging Advocates Give Thumbs Up

“The Senate has had the wisdom to keep its Special Committee on Aging in business which has meant a laser-like attention on major issues affecting seniors including elder abuse, especially scams and other forms of financial exploitation,” says Bill Benson, former staff director of the Committee’s Subcommittee on Housing and Consumer Interests. The House has been without a similar body now for decades, he notes.

Benson adds, “With ten thousand Americans turning 65 each day we are witnessing the greatest demographic change in human history. It is unconscionable to not have a legislative body in the House of Representatives focused on the implications of the aging of America.”

Max Richtman, president and CEO of the National Committee to Preserve Social Security and Medicare, served as staff director for the Senate Special Committee on Aging from 1987 to 1989. He agrees that it’s time once again for the House to have its own committee dedicated to older Americans’ issues.

With the graying of America it is more important now than ever that seniors’ interests are represented as prominently as possible on Capitol Hill, says Richtman. “There is so much at stake for older Americans today, including the future of Social Security and Medicare, potential cuts to Medicaid, and the myriad federal programs that lower income seniors rely upon for everything from food to home heating assistance. We fully support Rep. Cicilline’s efforts to re-establish the House Permanent Select Committee on Aging,” he states.

“We enter 2020 in the midst of the predicted aging of America including the fact that all boomers are now over age 55, says Robert Blancato, president of Matz, Blancato and Associates, who was the longest serving staff person on the original House Aging Committee, from 1978 to 1993.

“We need the specific focus that only a select committee can offer to the myriad of issues related to aging in America,” adds Blancato, noting that it would be a coveted Committee to be named to from both a policy and political perspective.

Four years after the death of Congressman Claude Pepper, (D-Florida) in 1989, the former Chairman of the House Select Committee on Aging, serving as its chair for six years, would have turned in his grave with the House eliminating his beloved select committee. House Speaker Nancy Pelosi might honor the late Congressman who was the nation’s most visible spokesperson for seniors, by bringing the House Select Committee on Aging back this Congressional session.

Four years after the Rep. Claude Pepper, (D-Florida) died in 1989, the former Chairman of the House Select Committee on Aging, would be turning in his grave with the elimination of his beloved Aging Panel three other House Select Committees in 1993.  Serving as its chair for six years, the nation’s most visible spokesperson for the elderly, put the spotlight on aging issues in his chamber.

In 1973, the House Select Committee on Aging was authorized by a House whopping vote of 323 to 84.  While in lacked the authority to introduce legislation (although its members often did so in their standing committees), the House Aging panel begin to conduct comprehensive studies on specific aging issues to identify issues, problems and trends.  It was not limited by narrow jurisdictional boundaries of the standing committees but looked broadly at the targeted aging issue.

Congressional belt-tightening to match President Clinton’s White House staff cuts and efforts to streamline its operations would seal the fate of the House Select Committee on Aging. House lawmakers supporting the elimination of the House Aging panel viewed its $1.5 million a waste because 12 standing committees had jurisdiction over aging issues. Those opposed to putting the House Select Committee on Aging on the chopping block to rein in Congressional spending charged that the standing committees staff did not have time broadly investigate issues of the nation’s seniors as this select committee did..

Even with the mobilization and lobbying efforts of a coalition of aging groups including AARP, National Council on Aging, National Council of Senior Citizens, and Older Woman’s League to save the House Select Committee on Aging, House leadership ultimately chose to “put the nails in the coffin.”  No vote was scheduled to continue its existence on March 31, 1993 when its authorization automatically expired.

But did the House Select Committee on Aging really have an impact on the development of aging policy crafted by Congress as its supporters contend?   In 1993, with the demise of this select committee staff, writer Rebecca H. Patterson reported on March 31, 1993 in the St. Petersberg Times (p.8A)that Staff Director Brian Lutz noted that during its 18 years, the House Aging panel “has been responsible for about 1,000 hearings and reports.” This writer believes that the House Select Committee on Aging’s advocacy role prodded Congress to act abolishing forced retirement, investigating nursing homes, monitoring breast screening for older woman, improving elderly housing and putting the spotlight on elder abuse and the issues nation’s caregivers face when caring for a loved one with Alzheimer’s Disease.

Bringing the Aging Panel Back from the Ashes

After the disbandment of the House Select Committee on Aging in 1993, a brief effort was undertaken by Rep. Nancy Pelosi (D-California) when she became House Speaker to bring back the Aging panel but this attempt was not successful.  Last month, Rep. David N. Cicilline (D-Rhode Island), representing the State’s First Congressional District, urged newly elected GOP House Speaker Paul Ryan in November 6th  correspondence to bring back the Aging Panel to the House Chamber.  There were 63 cosigners out of 435 lawmakers, all of them democrats, says the Democratic Lawmaker, who noted that many who did not sign wanted “additional time to review the proposal with their staff.”

It was extremely obvious to Cicilline and his cosigners as to the House Aging panel’s importance to today’s Congress.  “The considerable challenges that face our nation’s seniors, including Social Security and Medicare solvency, the rising cost of prescription drugs, poverty, housing issues, and location term care and other important issues, deserve dedicated attention from lawmakers, said Cicilline in his correspondence to Ryan and House GOP leadership.

Furthermore, Cicilline stressed the select committees relevant today as America’s baby boomers face the struggles of growing old.  “The addition of this demographic to the senior population will require thoughtful policy development and a focused effort to meet the many challenges by the increasing senior population”. He added that “Strains on resources for America’s seniors not only impact the elderly, but also those who support them, including family and professionals who provide care to seniors.”

A Quick Legislative Process

Cicilline notes that the House can readily create a temporary ad hoc select committee by approving a simple resolution that contains language establishing the committee – giving purpose, defining members and detailing other issues that need to be addressed. All standing and select committees of the House (except Appropriations) are authorized by a House resolution, and funding is then provided through appropriations, he adds.  “If the Speaker is supportive of the initiative, we would like draft and introduce a House Resolution establishing the committee, says Cicilline.

Robert Blancato, the longest serving staff member on the House Select Committee on aging, knows that the cost issue may be brought up to derail Cicilline’s efforts to reestablish the House Aging panel in 2016.  “There are certainly costs involved but an effective committee can be operated with a reasonable budget,” he says.  Now with Matz, Blancato and Associates, a strategic consulting and public relations firm, he is firmly behind Cicilline’s efforts.

“The aging population and its issues from chronic care to care giving have grown dramatically since the end of the House Select Committee on Aging in 1993.  No [Congressional] committees and defined Congressional champion has emerged since that time.  A new Aging panel would be very relevant for the future,” notes Blancato.

As an eye-witness to the legislative activities of the Aging panel for 17, Blancato’s keen political observations must be heard by House Speaker Paul Ryan and Minority Leader Nancy Pelosi.  The House Select Committee on Aging, with its bipartisan approach to crafting sound aging policy, is sorely needed now with a House divided and “compromise” being touted by some in the chamber as a “dirty word.” By bring this select committee back to life, House lawmakers can send a powerful symbolic message that they are ready to roll up their sleeves and tackle issues of concern to the nation’s seniors. Cicilline along with his letter’s cosigners calling for bringing by the Aging panel are definitely on the right track.
