Survey: Many Choosing Part-Time Work in Post Retirement Years

In 2010, when Michael Cassidy retired as Pawtucket’s Director of Planning & Redevelopment after working for the municipality for 40 years he had no intentions of easing himself into full-time employment.   While he was retiring to “retirement” he had every intention to remain active for the rest of his life.

Cassidy instinctively knew that retirees, who stay active by playing sports, traveling or even volunteering, always seemed to live longer.  His father was a good example of this belief, living to the ripe old age of 92.  Before the nagenarian died he had worked part-time as realtor, also playing in an Golden Oldies softball league and umpiring three times a week.

Part-Time Job Gives Many Bennies

With Cassidy planning to retire at age 62 from the City of Pawtucket, he went to see Paw Sox President, Mike Tamburro asking him, “Do you have a job for an old retired guy.”  Ultimately, he took the position as usher at the Pawtucket-based McCoy Stadium.  He says, “The job keeps me on my feet four to five hours.” Each game he puts around 15,000 steps on his pedometer.  But the job also allows him to interact with old friends and even gives him an opportunity to make new ones, too. .

There are additional benefits of having a part-time job, besides just getting physical active and having an opportunity to mingle with people, says Cassidy.   He now has more time to spend with his six grandchildren, travel with Jane-Ellen, his wife of 45 years, and to just putter around his home.  Now he even serves as Chair of the Blackstone Valley National Heritage Corridor Organization, he says.

Like Cassidy, according to a new AARP released last Tuesday, older Americans are not choosing to retire, many are now seeking part-time jobs in their post retirement years, not full-time ones.

Work the New Retirement Activity

According to the findings in the 26 page AARP report, “AARP Post Retirement Career Study,” work seems to be the “new retirement activity.” While many Americans state that they plan to retire between ages 65 and 70 (45%), the data indicates that the typical retirement may have changed.  Thirty seven percent say they plan to work for pay in post retirement.  Of these respondents, 73 percent desire a part-time job and almost half are looking to work in a new field (44%).  Twenty three percent will stay in the same field, and 33% are undecided.

The researchers say that connecting with co-workers, interesting and challenging work, and the desire for a work-life balance are all stated as top reasons why work is enjoyable. Some are seeking to pursue their dream job or dream field in this next stage of life.  Sports, hospitality,  and education fields are frequently cited.  Most are hoping that their new dream jobs will be part-time, flexible with work from home options, and allow time for travel and fun.

The findings also indicate the importance of job training for those who plan to work during their retirement years.  Among those who plan to enter a new field, training is seen as even more crucial to succeeding on the job (46% vs. 36% among those staying in the same field).

Meanwhile, when asked about what they enjoyed most about their current career, most mentioned income, benefits, and the schedule/work-life balance.

According to the AARP survey, regardless of the field, respondents are hoping to work part-time (73%), with over half expecting to work for someone else (57%) vs. being a contractor (21%) or starting their own business (19%).

Personal contacts and job listings are the primary avenues respondents say they use to find post-retirement work (49% and  43%, respectively). Professional networking is also a popular way people plan to find work, note the researchers.

When questioned about their dream job, many respondents talk about a profession, for others it may be a particular type of working lifestyle.  Jobs in the sports, creative, hospitality and education fields are mentioned frequently by the respondents while those looking for lifestyle benefits seek flexibility, lucrative, opportunities to travel, and employment with a charitable aspect to it.

.AARP’s efforts to look into how people spend time in their retirement years is the first  survey of this kind and there are no comparative stats from previous years, says Kim Adler, AARP’s Work and Jobs Lead.

The findings suggest that there are major implications for employers, adds Adler.  “Americans are living longer, healthier lives and we will see a continuation of the long term trend of working into retirement years. Nearly 19 percent of 65 and older workers are in the workplace and the percentages – as well as the actual numbers – are likely to continue to rise. This will give employers the opportunity to hire and retain experienced workers who look forward to the opportunities and challenges in the workplace,” she says.

According to Adler, “there are shortages of skilled workers in certain industries and many employers report difficulty filling jobs. For these jobs – and all others – employers and employees benefit from an intergenerational workforce that encourages mentoring and knowledge sharing.”

Great Wealth of Experience

“The survey gives us a better picture of what retirement looks like today and, likely, well into the future,” said AARP Rhode Island State Director Kathleen Connell. “But it also is a conversation starter about the value of older workers. Older Rhode Island workers represent a great wealth of experience and accomplishment at every level of the workforce.

“Employers should embrace the willingness of people to work part-time after 65 or 70 as a “golden’ opportunity, if you will. And this is especially true of startups, where wisdom is a critical success factor. Growing the Rhode Island economy might depend on synergies of young innovators guided by experienced leaders and managers.

Adds Charlie Fogarty, Director of the Rhode Island Division of Elderly Affairs, “Many older adults look at retirement as a transition period, and not a defined point in time in their lives.” He notes, “This population has a wealth of experience and knowledge that can be shared while working part-time, making for a more productive and richer work experience for all employees.”

“Our new research shows a fluid workplace, with many experienced workers looking for flexible part-time work in interesting and challenging positions to continue their careers,” said Kim Adler, AARP’s Work and Jobs lead.  “The new website [AARP.org/Work] will help experienced workers control their careers and stay connected, competitive and current in the workplace,” Adler added.

This AARP survey, overseen by Gretchen Anderson, AARP Research, was fielded online from July 27 to August 3, 2015 and conducted among adults age 50-64 who are currently employed full time.  A total of number of 4,975 surveys were completed. The final data has been weighted to U.S. Census for analysis.

David Barber Dies at 60. the Face of “Straight from the Gavel”

David Barber, an award-winning broadcaster veteran with extensive experience in talk radio programming, radio and TV sales management, television programming and commercial production and ad agency and public relations expertise, died on July 4, 2015.  He was 60.

On a trip to Flint Michigan to attend a friend’s wedding, Mr. Barber died, Saturday, July 4, from a stroke and heart attack he had on Thursday, June 25, says his brother Larry Barber.  The family is planning to hold a memorial service in Rhode Island and will announce the specifics shortly, he says.

He grew up in Flint, Michigan, graduated from Mount Morris High School  and received his bachelor’s degree in business from Central Michigan University in Mt. Pleasant, Michigan.

A Watch Dog for the Public

The Flint Michigan native, a seasoned award-winning radio broadcaster on WTRX-AM (1130), WTAC (600), and WFDF (910) radio stations, became the watch dog for his listeners in his hometown and the surrounding area, using his microphone to protect the public interest.  Known as an outspoken and controversial and opinionated talk show host, Mr. Barber’s listeners regularly tuned into to see him taking on some of the biggest political heavy weights and corrupt elected officials in Michigan.

In 2006, recognizing the need to move up in his radio career, Mr. Barber took a professional risk relocating to Providence, Rhode Island radio market, taking the helm of  WPRO’s daily talk radio show, from 9:00 a.m. to Noon, the time slot formerly held by Steve Kass.  After a year, even after getting an excellent rating on his first job performance review, Mr. Barber was suddenly let go, when John DePetro, a former WHJJ radio host left his job in Boston and was hired by the station.   During his brief hiatus for WPRO, as a talk radio host he brought his liberal blue-collar views to New York-abased Air America Radio Network , specializing in progressive talk programming.

Mr. Barber made Talker’s Magazine’s Heavy 100, listing of the nation’s talk show hosts, getting this prestigious designation three times. His show was selected along with the likes of Rush Limbaugh, Sean Hannity, Don Imus, Dr. Laura Schlessinger and others.

Bringing the General Assembly to the People

Ultimately, when hired by the Rhode Island General Assembly’s Capitol Television in 2008, Mr. Barber traded in his WPRO radio mic for a hand-held mic on a state cable channel. .

As Capitol Television host, as the only on-air person, Mr. Barber interviewed the state’s elected and government officials and even cultural icons.  With experience gleaned from being a talk show host in the Flint/Twin Cities radio market, at WEYI Television NBC, he easily brought the mysteries of political sausage making (that is the political process) to the tens of thousands of viewers who tuned into “Straight from the Gave,” a half hour sit down segment with state legislators.  He was never happier being in a job surrounded by politics 24/7.

According to Capitol Television, considered Rhode Island’s C Span, it is estimated that Mr. Barber hosted 390 episodes of “Straight from the Gavel, and about 600 Capitol Spotlights, a five-minute stand-up segment with members of the state’s General Assembly.

As a Trustee of Slater Mill, Mr. Barber, considered by many to be a marketing wiz with his skills honed at Davison, Michigan-based Parr Media Advertising, brought the nuts and bolts of media and public affairs to America’s most historic mill.  Mr. Barber also served on the Board of Directors of the Salvation Army in Pawtucket and did charitable work for the Boys and Girls Club of Pawtucket.  Before relocating to the Ocean State from Michigan, he served on the Board of Directors of the American Lung Association and hosted television telethon’s for the Easter Seals Society, the American Diabetes Association, United Way and Big Brothers and Sister, among a few.

An entertainer at heart, Mr. Barber, an avid Frank Sinatra fan, would take any opportunity to sing the songs of  Sinatra, one of the nation’s best selling musical artist of all time.  On many occasions, he sang at Millonzi’s Bar and Grille in West Warwick and other local lounges, even taking the opportunity to sing with the legendary Cowsills, in Pawtucket’s Slater Memorial Park during the Pawtucket Arts Festival.

Work hard, play hard might have even been Mr. Barber’s mantra. After a long- work week, on weekends you might just see him, very tanned and immaculately dress,  puttering around South County on his creamed-colored Vespa to view “the majestic Narragansett surf” at Bonnet Shores Beach Club (he was a member), even enjoying an occasional ride over the iconic Newport Bridge.  Or may be you might have seen the Warwick resident leisurely reading a New York Times at his favorite East Greenwich breakfast joint, the Main Street Café.

Making a Home in Rhode Island

It was not easy for Mr. Barber to leave his family and friends to relocate to a new state where nobody knows who you are.  “The move was far more difficult than I expected,” he says in a 2010 blog, posted by Rich Frost with What The Hell…

“I did not know a single person and to be honest with you, I don’t know if I would have made a move if I knew what I know now,” noted Mr. Barber in his interview.

Television Director Jason Golditch, who directed many of Mr. Barber’s programs at Capitol Television, Television Director, noted that Capitol TV’s new host ultimately adapted well to his new state.  “Over time he truly grew to love this state,” Golditch says, noting that his colleague would often say, “It doesn’t get much better than this, can you believe it.”

According to Golditch, when a film shoot took place, the Capitol Television’s only on air person would just start talking to people and they got along so well they began swapping stories. “He would find so much joy in meeting new people and talking with them on any subject,” he says.

Adds, Editor Carlos Diaz, at Capitol Television, Mr.Barber was a “real friend,” to him and hundreds of others who could count on his help at any time of the day or night.  “He helped who ever he could, even those he did not know,” he says.

“There were postings on Face Book from people all over the nation, from all walks of life, friends he made throughout his 60 years of living,” says Diaz, all praying for his recovery. “That was amazing,”

Rhode Island Lawmakers Poised to Give Retirees Financial Tax Relief

During the 2014 legislation session, Rep. Robert E. Craven, (District 32) introduced and successfully pushed for passage in the General Assembly. This legislative proposal would ultimately being signed into law by the Governor. Little did the North Kingston law maker realize that door knocking to get reelected in last November’s election would give him an issue to tackle on Smith Hill this year.

At hundreds of homes, he heard the same issue from his older constituents. One such comment was etched sharply in Craven’s memory: “You’re a nice guy, buy I am not going to vote for you because I am leaving the state, the older voter told him. The puzzled lawmaker asked “why?” The response, “We decided the state is so expensive to live in because of taxes we’re going to sell our house and move to Florida. Wanting the specifics, Craven asked, what specific tax bothers you? “We are only of a few states that tax social security benefits, that’s the straw that broke the camel’s back,” said the older voter.

Craven’s legislative proposal, H 5000, was heard Wednesday night before the House Finance Committee. Strongly supported by House leadership, he says, the legislation would ease the tax burdens on Rhode Island retirees by exempting them from paying state income tax all Social Security benefits as well as income received from federal, state and local government retirement plans, disability benefits, military pensions and private pension plans and deferred-compensation plans.

Among its more than 40 co-sponsors are Rep. Stephen M. Casey (D-Dist. 50, Woonsocket), Rep. Michael A. Morin (D-Dist. 49, Woonsocket), Rep. Samuel A. Azzinaro (D-Dist. 37, Westerly) and Rep. Cale P. Keable (D-Dist. 47, Burrillville, Glocester).

If enacted, Rhode Island would join 27 other states – including Massachusetts and Maine – and the District of Columbia that specifically exempt Social Security income from taxation. (Although Rhode Island does not specifically tax Social Security benefits, that income is identified on federal tax returns. Since Rhode Island’s income tax is based on the federal adjusted gross income of federal tax form filers, the end result is that Rhode Island generates a portion of its income tax collections from Social Security benefits.)

According to Craven, his legislative proposal would financially benefit Rhode Island seniors who receive retirement benefits. ”After paying into the Social Security system their entire working lives, or putting a little money away into private pension plans, or working at jobs that provide them with a pension, it doesn’t seem right that retirees are having taxes eat away at benefits they depend on for their very livelihood,” he says.

“Retirees living on a fixed income are probably more severely impacted by taxes and tax increases than other population groups,” observes Craven. “If we are committed to helping retirees have a safe and secure life in their later years, and if we want to help seniors afford to stay in Rhode Island rather than moving to more tax-friendly locations, we need to ease their financial burdens. Exempting retirement income from the state income tax is one step we should take,” he adds.

Tax Exemption in House Budget

Weaving its way through the legislative process Craven ultimately expects his legislative proposal to be modified to not give older tax payers a complete exemption on paying taxes for their social security income. Specifically, the revised language would say, “If your house hold income is under $100,000 or less than your Social Security is tax exempt from state income taxation.”

While a Senate companion measure has been introduced by Senator Walter S. Felag, Jr., representing Bristol, Tiverton and Warren, an amended H 5000 will be placed in the House Budget because of its cost, says Craven.

The price tag could be between $30 and $35 million, Craven says, noting that better than expected revenues enable it to be funded. “It’s a priority to the state’s economic recovery, he says.

Older retirees, making from $35,000 to $100,000, from Social security and their pensions, will just put their dollars in the local economy, adds Craven. “It’s a good investment and we owe it to them. These retirees have been here all their lives, he says, noting that they ask very little for benefits from municipalities. “They have a lot of time on their hands to volunteer [in their communities] and are very philanthropically included in offering money and services to charities.”

Says House Speaker Nicholas Mattiello, “Representative Craven’s bill to exempt the state tax on Social Security will be included as part of the budget that the House Finance Committee will be considering within the next few weeks. Governor Raimondo included this exemption for low-wage earners in her original budget proposal, but the House will be broadening it to assist the middle-class retirees as well. The House budget exempts retirees, age 65 and over, who have income thresholds of up to $80,000 for individuals and $100,000 for joint tax filers.”

“We believe that by incorporating Rep. Craven’s bill into the budget, this will begin to stop the exodus of retirees leaving Rhode Island for many other states where there is no state tax on Social Security benefits,” adds Mattiello.

Gov. Gina M. Raimondo sees Social Security is a key source of income for older Rhode Islanders, noting that her submitted March budget proposal eliminates state taxes on Social Security benefits for low and middle income seniors “to help them make ends meet and stimulate our economy.”
With Rhode Island unions hit hard by the state’s recent pension reform, Craven’s proposal has received thumbs up from some.

James Parisi, field representative and lobbyist for the Rhode Island Federation of Teachers and Health Professionals, says his union supports Craven’s legislative proposal. “Unlike some other tax cut proposals introduced this session, his bill includes state and local government pension benefits. About half of the state’s teachers were never eligible to participate in social security so any tax cut proposal that is limited exclusively to social security benefits would be unfair to thousands of retired public school teachers,” he says.

Jim Cenerini, a lobbyist for Council 94, AFSCME also says his union is squarely behind H 5000. “Council 94 believes that legislation deserves careful consideration and support because: many other states provide some type of income tax exemption to retirement benefits/Social Security; in 2014 Kiplinger ranked Rhode Island as one the least tax friendly states for retirees; and since a significant majority of public employees remain in Rhode Island, and contribute to our local economy by spending on goods and services, it’s important to provide an incentive to remain in-state.”

A Final Note…
Other legislation proposals have also been thrown into the legislative hopper this session to protect older taxpayers. H 5446, introduced by Woonsocket law maker Rep. Stephen M. Casey, would protect the pocket books of retired teachers who are receiving a pension from Massachusetts. “These retirees, whose pension are overseen by Massachusetts Teachers Retirement System, are essentially double taxed because of the state’s tax code,” he says.

On Friday, May 29, the Rhode Island Public Expenditure Council (RIPEC) issued a report noting that the state may have significantly more funds available in fiscal 2015 and 2016 than anticipated when Gov. Raimondo submitted her budget in March. Specifically, state revenues are expected to be up by $106.8 million this year and $36.6 million next year, with additional funds available from expenditure reductions.

For this writer, its sound public policy to use some of the anticipated surplus identified in RIPEC’s report to enact H 5000 and H 5446 to lessen the tax burdens of Rhode Island’s retirees. As mentioned earlier, older taxpayers pull less resources from their cities and towns. But, most important, these retirees have greatly contributed to the quality of life in their communities throughout their working years.
