Florida support needed for Pepper’s Aging Committee | Opinion

Bravo to Thomas J. Spulak whose excellent opinion piece, “Remembering the legacy of Senator Claude Pepper, appeared in the Tallahassee Democrat on May 29th, one day before Florida Congressman Claude Pepper’s passing almost 30 years ago.

Although Spulak, President of the Claude Pepper Foundation, tells a through story as to Pepper’s impact on the world stage of foreign affairs, his fight against poverty, for equal payment and an adequate minimum wage, and improving the nation’s health care, it barely scratched the surface as to his accomplishments in fighting for the nation’s seniors.

As Bob Weiner, the former staff director to Pepper when he chaired the House Select Committee on Aging (HSCoA), stated “Pepper’s congressional legacy, especially as he grew older, was chairing the HSCoA, which featured banning mandatory retirement (with Colonel Sanders as a witness), protecting nursing homes, expanding home health care, and protecting Social Security with solvency through 2034.”

 Last March, the Leadership Council on Aging Organization endorsed Rhode Island Congressman David Cicilline’s H. Res. 583, reestablishing the HSCoA.  Two months later, the Coalition to Strengthen Social Security announced its support of the resolution, too.  The two national coalitions represent almost 400 national and state aging organization’s conservatively representing almost 100 million voters age 50 and over.  

After Pepper’s passing, no national advocate has emerged to take the place of the former Chairman of the House Aging Committee, who served as its chair for six years. As a result, House Democratic lawmakers and aging advocates are forced every new session of Congress to fend off proposals to cut aging programs, Social Security, and Medicare. 

Today, H. Res. 583 has only 50 co-sponsors, six from Florida. It’s time for 21 Florida lawmakers to join their six colleagues to step up to the plate and become cosponsors for Cicilline’s resolution. 

 If not for the fact that it is sound aging policy, support should be given to celebrate Pepper’s legacy and legislative impact that has enhanced the quality of life of the nation’s seniors.

Older Americans Month: great time to bring back House Aging Committee

On April 29, President Joe Biden proclaimed the month of May, Older Americans Month for 2022 to honor the nation’s 54.1 million Americans aged 65 and over “who contribute their time and wisdom to make our communities stronger, more informed, and better connected.”

“Older adults have always been a vital source of strength and resilience in America,” stated Biden in the proclamation.  During the pandemic, many seniors came out of retirement to serve their communities in health care and education roles, filling job vacancies in critical shortage areas. Moving forward, we must ensure that older Americans have the appropriate resources to maintain their independence and stay connected to their communities,” he said.

The proclamation also noted that the nation is celebrating the 50th anniversary of the Older Americans Act Nutrition Program — the first federal program to support the well-being of older Americans through meal deliveries, nutrition services, educational programs, and counseling. This year is also the 10th anniversary of the nation’s National Plan to Address Alzheimer’s Disease and recommit to building upon this important work being done.

Biden recognizing this month in honor of seniors follows the footsteps of 11 presidents, beginning with President John F. Kennedy in 1963, when only 17 million Americans had reached their 65thbirthday. At that time,  about a third of America’s seniors lived in poverty and there were only a few federal programs to meet their needs. A meeting in April 1963 between Kennedy and the National Council of Senior Citizens led to designating May as “Senior Citizens Month,” later renamed “Older Americans Month.”

Over the years, OAM is a time the nation acknowledges the contributions of past and current older persons to our country, in particular those who defended our country. Communities across the nation pay tribute at ceremonies, events, and fairs, or in other ways to older persons in their communities.  

OAM – a great time to bring back the House Aging Committee

As the nation celebrates OAM, an eblast to over 90,000 seniors by the National Committee to Preserve Social Security and Medicare (NCPSSM) urged these older voters to call their congressmen to request them to cosponsor Rhode Island Congressman David Cicilline’s H. Res. 583, to reestablish the House Select Committee on Aging (HSCoA). “It couldn’t be a better time to highlight the urgent need to reinstate this investigative committee which would help restore Congressional focus on key policy issues [Social Security, Medicare, housing, prescription drugs, and long-term care] impacting the nation’s seniors says the Benefits Watch newsletter.   

“Today, with seniors representing a growing portion of the U.S. population and several federal programs that seniors rely on at an inflection point, there is an increasing need for a House committee that advocates for older Americans,” says NCPSM’s email, noting that’s why the Washington, DC-based advocacy group has signed onto the Leadership Council on Aging Organization’s (LCAO) letter calling on the House to pass H. Res. 583. 

“While there are other committees with jurisdiction over seniors’ programs, there is no single committee dedicated to keeping an eye on the big picture for seniors.  Fortunately, the Senate Special Committee on Aging has continued to operate in the absence of a House counterpart,” notes NCPSSM’s email, noting that “seniors would benefit from a reinstated and robust HSCoA, whose sole mission would be to look out for older American’s needs.

National Aging Groups, former Pepper staffer weighs in

“Older Americans month would be the perfect time to bring back the Aging Committee,” says Bob Weiner, former Chief of Staff under chairman Claude Pepper of the House Select Committee on Aging. “It’s sorely missing now. With Pepper’s legacy as the guide, pandemic deaths, nursing homes, home health care, Social Security, and Medicare would be improved by the sunlight of oversight. Seniors are now vulnerable and threatened by what could happen and having the Aging Committee back would reinstate the wall of protection that Pepper gave them,” he says. 

“The LCAO supports the establishment of HSCoA to provide an important forum for discussion, debate and exploration of issues impacting an aging society,” says Katie Smith Sloan, chair of the Leadership Council of Aging Organizations (LCAO), a coalition of 69 Washington, DC-based aging organizations. “Addressing the needs of older adults and families, which are increasingly prevalent with our population shifts, now, as we celebrate Older Americans Month, is appropriate – and urgent,” says Sloan. LCAO sent a letter to members of Congress on March 4, 2022, urging them to cosponsor H. Res. 583. 

“Passing H Res 583 in May to coincide with it being Older Americans month would make eminent policy and political sense.  It is an investment in having a stronger and dedicated advocacy voice for older adults in the House which has been missing for almost 20 years,” says Robert B. Blancato, National Coordinator of the Elder Justice Coalition, who was the longest serving staff person on the original House Aging Committee, from 1977 to 1993.

“As our country’s older adult population continues to grow each day, so does the urgency with which we need to pursue effective solutions to myriad aging issues,” says Erika Kelly, Chief Membership and Advocacy Officer of Meals on Wheels America. “To see the House pass this resolution to reestablish the HSCoA during Older Americans Month would be a tremendous step forward,” she says.

“Older Americans Act programs, like Meals on Wheels, will undoubtedly face the lingering impact of the pandemic and other challenges for years to come. Having this HSCoA come [back] to life again, especially during this celebratory month, would provide critical leadership and attention when it’s needed most and make a difference in the lives of tens of millions of older adults,” says Kelly.

Finally, Cicilline, H. Res. 583’s sponsor and the NCPSSM tells us why it is important for House Speaker Nancy Pelosi and her Democratic leadership colleagues to support and bring H. Res. 583 to the House Rules Committee for a vote during Older Americans Month.

“With Older Americans Month upon us, this is an important moment to underscore how the pandemic has disproportionately impacted seniors. Now, with growing concerns about inflation, seniors on fixed incomes will bear the burden of the rising cost of prescription drugs, food, housing, and other essentials. A House Permanent Select Committee on Aging would help Congress focus on, study, and address the issues that affect seniors to make sure they can live the rest of their lives with dignity and security,” says Cicilline.

“When there was a HSCoA before it was abolished in 1995, the investigative House committee held hearings on aspects of the Older Americans Act leading up to the 1992 reauthorization of the law,” noted NCPSSM’s Dan Adcock, Director of Government Relations and Policy. “The findings of these hearings were helpful to the House Committee on Education and Labor which had legislative jurisdiction over the Older Americans Act.  The Subcommittee on Human Resources [now called the Civil Rights and Human Services Subcommittee] under the full Education and Labor Committee held several of its own hearings on the OAA, too – including field hearings held across the country — leading to the enactment of the 1992 reauthorization., he said. 

According to Adcock, during that period of time, there was significant communication between the House Aging Committee staff and the Ed and Labor Committee and Human Resources Subcommittee staff.  But the legislative language was written and marked up by the latter. “A reestablished HSCoA could play a similar role in the future, but the panel’s ability to have an impact on legislation drafted by the authorizing committees would depend on the cooperation between the respective committee chairs and staff and the degree of relevancy of the hearings held by a reconstituted House Aging Committee,” he says. 

Over 400 senior groups support H. Res. 583

While LCAO is a pretty diverse group of national aging organizations – each with their own policy priorities, the coalition of 69 members, representing over 100 million over 50, and 50 million over 65 came together to endorse and affirm their support of Cicilline’s resolution.  

Ms. Nancy Altman, President of Social Security Works and Chair of the Strengthen Social Security Coalition, strongly supports the passage of H. Res. 583 and that her coalition of 350 national and state organizations representing 50 million Americans endorses Rep. Cicilline’s resolution.  

As we celebrate OAM, it is key to House Speaker Nancy Pelosi, Majority Leader Steny Hoyer (D-MD) and Whip James Clyburn (D-SC) to join Cicilline along with Congresswomen Jan Schakowsky (D-IL) and Doris Matsui (D-CA), cochairs of the Task Force on Aging and Family and 43 cosponsors of H. Res 583, giving the green light to the House Rules committee to vote, and if approved send it quickly to the floor.

H. Res. 583 does not require Senate consideration and only requires a House Rules and floor vote for passage.  Passing the reestablishment of an investigative committee in the House would send a powerful message to older Americans that Congress following in Pepper’s footsteps will again get serious in addressing aging issues. 

As mentioned in previous commentaries, bringing back the HSCoA is a winning federal policy to positive impact America’s seniors and this group.  It’s the  right thing to do especially at a time when seniors have been a disproportionately impacted by the continuing COVID-19 pandemic.    

Over 450 national and state aging organizations representing conservatively over 150 million seniors, support the enactment of H. Res. 583. That’s a great reason for the lower chamber to strongly support.

AARP poll: women over 50 to decide control of congress, state capitols

It’s just 214 days until the upcoming midterm elections scheduled for Nov. 8, 2022, (Rhode Island’s primary is 167 days away scheduled for Sept. 13, 2022). During the 117th Congress, with a slim majority of 222 Democrats to 212 Republicans, the Democrats control the House chamber. When the dust settles after the election we’ll see if the Democrats retain their grip on this chamber. Washington insiders say that Senate Democrats, holding the majority with a 50-50 split with vice president Kamala Harris’ having a tie-breaking vote, could lose control of the upper chamber if the Republican Party flips seats. Thirty-five Senators are up for reelection.

Twenty Republican and 16 Democrat gubernatorial seats (including Rhode Island) are also up for grabs this election cycle, too.

A new AARP study finds that women voters aged 50 and over who haven’t decided which candidate to support will decide who controls Congress and state capitols across the nation in the next election.

Taking a Look at Older Women Voters

AARP’s  new research findings released April 6th, in partnership with pollsters Celinda Lake, Christine Matthews, Kristen Soltis Anderson, and Margie Omero, found that only 17% of women in this key voting bloc have made up their mind about who they will support in the upcoming 2022 elections. Not quite two-thirds (65%) of these voters say they will not make their decisions until weeks or even days before Election Day.

“Contrary to conventional wisdom, women voters aged 50 and over do not solidly belong in either party’s camp — and the vast majority haven’t made up their minds about how they’ll vote in November,” said Nancy LeaMond, AARP Chief Advocacy and Engagement Officer. “The instability and uncertainty of the economy, the pandemic, and the political environment are leading these women to demand that candidates address quality of life and pocketbook issues like the cost of living, supply chain problems, and ways to end the discord permeating politics today,” she says.

The pollsters found that the most important issues for r women voters aged 50 and over are “kitchen table budgets” and the “day-to-day experience of rising prices.” Nearly half of those surveyed (46%) see rising cost of living as the most important issue facing the nation today. And 59% say rising prices are the most important issue to them, personally, when reflecting about the economy.

According to AARP, women aged 50 and over are one of the largest, most reliable group of voters. According to voter file and census bureau data, they make up a little more than one-quarter (27%) of registered voters and cast nearly a third (30%) of all ballots in both the 2020 and 2018 elections.  In 2020, 83% of registered women voters in this age group turned out and in 2018, the last midterm election, they were 15% more likely to vote than the population at large, says the nation’s largest advocacy group.  

Concerns About Rising Costs and the Nation’s Economy 

AARP’s national survey also found that 72% of the woman respondents are concerned about having enough income to cover rising costs, with 48% saying they are very concerned. Fifty two percent say the economy is not working well for them, a 15-point change from 2019, when just 37% of women said the economy was not working well for them.

The pollsters found that most are not optimistic about their own financial futures in the next 12 months – with 47% saying they think their personal financial situation will stay the same, while 39% think it will get worse and only 13% think it will improve. The survey findings also indicated that those respondents age 50-64 are intensely worried about saving for retirement and their financial future – with 51% saying they are very concerned about Social Security being there for their retirement and 30% saying they are most concerned about having saved enough for retirement.  

According to the AARP survey, women voters aged 50 and over also expressed concern about political division in the country, and they are unimpressed with the job elected officials are doing on a range of issues, including their dominant concern of rising prices.

By more than a two-to-one margin, the pollsters say that these voters want politicians who are willing to work together to get things done, even if the result is an occasional compromise that goes against voters’ values (67%), over politicians who consistently fight for their values but don’t often find solutions (30%). This finding remains consistent across party identifications, with 77% of Democratic women and 57% of Republican women preferring a politician compromise to get things done, while 21% of Democratic women and 40% of Republican women prefer a values-prioritizing politician.

Taking a deeper look, the pollsters found that women voters 50 and over are divided evenly by party (44% R – 45% D), in sharp contrast to their male counterparts who are solidly Republican (51% R – 38% D).  In a generic ballot, the Democratic candidate for Congress (48% will vote for) has a 7-point advantage over the Republican candidate (41% will vote for) among these women voters.

Similar Observations from the Pollsters 

“Addressing the rising cost of living is an issue that any smart candidate for office will put front and center this year,” said Kristen Soltis Anderson, founding partner, Echelon Insights. “Especially in midterm elections, women voters aged 50 and over will be a critical group that both parties must compete for, and cost of living is clearly the top issue on which they want leaders to be focused,” she said.

Celinda Lake, founder and president, Lake Research Partners, agrees with Anderson that women aged 50 and over can be the significant voting bloc in the 2022 elections. “They are sure to turn out in high numbers when many other voters are disengaging. These voters have yet to make up their minds and are dissatisfied with the jobs their elected leaders are doing, especially on the kitchen table economic issues they face every day,” she notes.

“Women over 50 may not only be the decision-makers in their households, but they may also be the decision-makers of the midterm elections,” said Margie Omero, Principal at GBAO.

Christine Matthews, President of Bellwether Research, says“Women over 50 are arguably the most important voting cohort for the 2022 midterm elections – and they are not happy,” “They are extremely worried about the impact rising prices – particularly groceries – are having on their budget and their ability to save for retirement,” she says.

Matthew adds,” A majority say the economy is not working for them – a significant uptick from two years ago. They want politicians to work together to find solutions to inflation and other key issues, but they are not pleased with what they see. Elected officials should be prepared to demonstrate to this key group that they are working productively on cost-of-living issues,” she says.

The AARP national survey was conducted by phone and online from Feb. 18 to March 3, 2022, using 1,836 voters aged 50 and over who are likely to vote in 2022, with samples of Black voters, Hispanic/Latino voters, Asian American/Native Hawaiian and Pacific Islander voters, as well as American Indian/Alaska Native voters. 

A Final Note…

It’s just seven months before the upcoming midterm elections. The historical voting pattern of midterm elections is clear. “The sitting president’s party almost always loses House seats in the midterms. Going back to Harry Truman’s presidency, the president’s party has lost, on average, 29 House seats in each president’s first midterm election,” says James M. Lindsay, senior vice president, director of studies, and Maurice R. Greenberg chair at the Council on Foreign Relations, in a blog article, “The 2022 Midterm Congressional Elections by Number,” published on March 8, 2022.

Lindsay, senior vice president and director of studies and Maurice R. Greenberg chair, says, “The betting money is that the Republican Party will be the winner on election night, taking back control of one, if not both houses of Congress,” he says, noting that eight months can be a lifetime in politics. 

Republicans are optimistic in picking up seats because of Biden’s low job approval rating, inflation being at a 40-year high, 31 incumbent Democrats retiring (it’s more difficult to defeat an incumbent) and the COVID-19 pandemic still killing 1,500 American’s daily, says Lindsay. But Lindsay predicts Democrats may do better at the polls just because “the midterms are still eight months away,” and who knows where the country will be then. “The redistricting of House seats is going well for the Democrats with several states throwing out Republican redistricting plans and others enacting redistricting plans to benefit the Democrats, he says.

“The Senate math favors Democrats, the party just defending 14 seats while Republicans must keep 21 Senate seats,” adds Lindsay. “Ideologically extreme candidates” will push away moderate voters in House and Senate races, he says. 

But AARP’s national poll warning to Senators, House lawmakers, and Governors to not ignore the concerns of older women voters should be heeded. Not listening has a political cost. It may well determine the balance of power in the next election.
