Senior Agenda Coalition of RI honors senior heroes

During Older Americans Month, it was a wonderful time to break bread, catch up with old friends and to recognize outstanding Rhode Island senior advocates. After a two-year hiatus due to the COVID-19 pandemic, over 100 people gathered at the Providence Marriott Downtown to attend the Senior Agenda Coalition of Rhode Island’s [link to members https://senioragendari.org/coalition ] (SACRI) 6th Annual Awards “Celebrating our Senior Heroes,” to honor eight honorees from the government, private and community agency sectors.

Kicking off the awards luncheon, SACRI’s Executive Director Bernard J. Beaudreau, recognized and thanked a slew of elected leaders and state officials in attendance: Lt. Governor Sabina Matos; Secretary of State Nellie Gorbea and Democratic candidate for Governor; Director Maria Cimini, Director, Office of Healthy Aging; Senate President Dominick Ruggerio (D-District 4) who brought Senate Majority Leader Michael J. McCaffrey (D-District 29); Deputy Senate Majority Leaders James Seveney (D-District 11) and Senators Sandra Cano (D-District 9); Josh Miller (D-District 28); House Deputy Majority Leader Laura Carson (D-District 75); House Leader Christopher R. Blazejewski (D-District 2);Terri Cortvriend (D-District 72); Deborah Ruggiero (D-District 74); and Susan Donovan, (D-District 69). Former Senate President Teresa Paiva-Weed, now serving as president of the Rhode Island Hospital Association, also attended.

Beaudreau, assisted by Lt. Governor Sabina Matos, called up each honoree to be presented with a citation and inscribed box. This year’s advocate heroes are: Rhode Island Lawmakers, House Leader Christopher R. Blazejewski, and Senators Mary Ellen Goodwin, and former State Senator Harold Metts, Elder Information Specialist Deborah Burton, SCACRI Volunteer and adviser Doris Stearn Donovan, Former SACRI Executive Director William Flynn, Case Manager Extraordinaire Saul Richman, and Community Organizer Marjorie Waters. “Taking a moment to acknowledge and thank those who have stood out as leaders, people who made the extra effort for the greater good, whether being an elected leader, or work/volunteer for a community agency is an important part of building our members for change,” says Beaudreau. “These honored heroes inspire and motivate us to step up to the plate and get in the [legislative] game. They fuel us all to do our part,” he says.

Praising SACRI’s Senior Heroes

Lt. Governor Sabina Matos, who co-chairs the state’s Long-Term Care Coordinating Council (LTCCC) also saluted SACRI’s honorees. “Thank you to the awardees & the Coalition for your tireless advocacy & service to older adults in our state,” Matos said.

Rhode Island House Speaker Joseph Shekarchi offered his congratulations.

“I applaud all the award-winners, particularly House Majority Leader Blazejewski and Senate Majority Whip Goodwin. They are well-deserving of this honor due to their demanding work and dedication on many senior issues. They were the respective House and Senate sponsors of a bill passed a few years back which established an individual provider model for home care in Rhode Island. This model gives seniors another option to be cared for at home and remain connected to their communities and families. Older residents prefer home care. Not only is it more comfortable for seniors, but it is also more cost-effective,” he said.

According to Senate President Dominick J. Ruggerio, Sens. Goodwin, Metts and Representative Christopher Blazejewski have been tremendous advocates for Rhode Island’s seniors, and they are incredibly deserving of this recognition.

“Whip Goodwin has long been a champion for seniors and people living with disabilities in our state. Last year, she helped shepherd the Nursing Home Staffing and Quality Care Act into law, a critical step in addressing the resident care crisis in Rhode Island by setting new staffing requirements and minimum standards of care.

In 2018, she helped lead a successful effort to expand home-based care for seniors and the disabled. She also worked to improve reimbursement rates for nursing homes, among many other accomplishments,” said Senate President Ruggerio.

“During his decades in the General Assembly, former Senator Metts was a powerful advocate for the Meals on Wheels program, as well as efforts to restore free bus passes for low-income seniors and people living with disabilities. His work has improved the lives of thousands of Rhode Islanders, including many of the most vulnerable members of our communities. I am forever grateful for his service and his friendship,” notes the Senate President.

Two SACRI Board members also gave thumbs-up to the latest group of SACRI heroes, too.

“It was exciting to see such great participation in the luncheon to honor this year’s senior heroes,” says Maureen Maigret, the Senior Agenda’s policy adviser who serves on its Board. “This year’s heroes included both legislative leaders who have been strong advocates for seniors and members of the community who work to bring dignity, respect, and an excellent quality of life for older Rhode Islanders. I salute them,” says Maigret.

According to Maigret, the state’s legislative leaders have also been responsive to senior advocates, supporting the creating the Aging in Community Subcommittee of the Long-Term Care Coordinating Council promoted by the Senior Agenda Coalition.

“There are a variety of Senior Heroes in our community, and it is important for the Senior Agenda Coalition of RI to pause and give recognition to these selfless individuals. These soldiers for service are truly compassionate people who advocate for legislative changes that will improve “living in place” for older adults/families,” says Vin Marzullo, a well-known aging advocate who served as a federal civil rights and national service administrator. They help organize and promote the use of local elder services (nutrition, health care, and recreational), and they help protect and aid seniors who are victims of abuse,” noted the West Warwick resident, one of the newest Senior Agenda Board Members.

Honorees at SACRI’s Recognition

Deborah Burton expressed her gratitude for being given the prestigious SACRI recognition. “As advocates, we lean into our work to make the world a better place for all of us without necessarily being aware of the ripple effect we have on our community,” says Deb Burton, gerontologist and Executive Director of RI Elder Information, a website providing resources to older Rhode Islanders. “I was extremely honored to be recognized by Senior Agenda Coalition as a Senior Hero! The other nominees are wonderful people tirelessly doing amazing advocacy work and I am proud to be counted among them,” she adds.

Senator Goodwin stated that she “felt humbled to be included among such a distinguished group of honorees, especially my friend Harold Metts. This award is incredibly special to me, and to receive it from an organization as vital and esteemed as the SACRI is extremely meaningful,” she said, noting that this organization has been an incredible ally in my work and the work of my colleagues, and I know it will continue to be in the future.”

Bios of Honorees:

House Leader Christopher R. Blazejewski (D-District 2) — For over 12 years, Rep. Blazejewski has championed environmental protection, education, civil rights, senior services, health care, and economic opportunity for working families. Among the senior issues he has advocated for over the years, Blazejewski worked tirelessly to pass legislation creating an Independent Provider (IP) program for home care in Rhode Island. That innovative program is helping expand the home care workforce. He also helped win its continued funding. Responding the COVID’s impact on nursing home residents, he helped pass legislation raising quality standards for nursing homes. He again worked with the Senior Agenda Coalition to help pass the Nursing Home Safe Staffing and Quality Care Act.

Deborah Burton — As Executive Director of RI Elder Info and creator of rielderinfo.com, Burton maintains the most comprehensive, expert-curated, multilingual resources for Seniors, Caregivers and Professionals in Rhode Island. She is the creator and host of Friday Friends-a weekly livestream and podcast and serves as Master of Ceremonies for RI Elder Info’s Virtual Senior Resource Fairs, annual Calling All Veterans Day and annual Calling All Women Warriors.

For over 30 years, Burton has been a strong advocate for aging independently, in the community of our choosing, surrounded by those that we care for and who care for us. She has provided outreach and education to the community on how to achieve these goals.Doris Stearn Donovan

Doris Stearn Donovan — The deputy director of the Rhode Island Foundation has become a powerful advocate for older seniors. During SACRI’s 2020 Strategic Plan sessions, Donovan urged that in the years ahead the organization work harder to combat ageism, especially discrimination toward people over age 75. Donovan has an impressive career. She was valedictorian of her class at Bown; an expert in educational-program evaluation. She has served also served on many boards including Children’s Friend and the George Wiley Center.

William F. Flynn – Under his leadership, hundreds of older Rhode Islanders have engaged in successful citizen action to win public policy changes over the years. Flynn served as served as SACRI’s Executive Director from 2008 to early 2022. Prior to joining the Coalition, he held leadership positions at the RI Community Food Bank, George Wiley Center, and Urban League of Rhode Island. During Flynn’s tenure at SACRI, the organization achieved important wins. These included: Permanent state funding for the No-Fare Bus Pass Program for seniors and persons with disabilities; Increasing annual funding for Meals on Wheels and Senior Centers; Higher pay for home health care workers; Raising the Bar legislation for increased staffing and pay increases for direct care providers in nursing homes; and, Increasing eligibility for moderate income seniors for home care cost-share options.

Senator Maryellen Goodwin — With over 36 years in the Senate under her belt, the  Rhode Island Senate Majority Whip, the third-ranking member of the Senate Leadership, has been a fierce advocate and effective advocate for seniors in the Senate. Last legislative session, the Senator helped to enact the Nursing Home Staffing and Quality Care Act into law, setting new staffing requirements and minimum standards of care.

In 2018, she also pushed to expand home-based care for seniors and the disabled along with working to  improve reimbursement rates for nursing homes.

Senator Harold Metts – After serving as State Representative from 1984 to 1998, Metts would later win a seat in the upper Chamber in 2004, serving until 2020. Metts. Served as President, vice president and twice Secretary of The Rhode Island Black Caucus of State Legislators; and former Secretary/chaplain of The Rhode Island Caucus of Black and Latino State Legislators. During his 30 years in the General Assembly, the Senator was an advocate for the Meals on Wheels program, and for touring free bus passes for low-income seniors and people living with disabilities.

Saul Richman – For several years Richman has worked a case manager for Protective Services for Tri-County Community Action Agency. He also assists seniors to learn more about Medicare benefit. When the state of Rhode Island gets a report that an older adult needs assistance, Richman makes a home visit, gathers information, and works to provide them with appropriate public services. His tireless efforts have helped to resolve issues of countless senior clients. Oftentimes he goes beyond his duties to ensure the safety and security that his clients require, working well beyond his workday scheduled.

Marjorie Waters – Serves as a Community Organizer for the Rhode Island Organizing Project (RIOP), a leadership role that she has held over the past eight years. As to her organizing strategy, Waters listens to what older adults are saying. Her rule is “don’t think you know what you’re going to hear..”  She listens, and then she acts. Before RIOP, Marjorie directed the Westminster Senior Center in Providence after an earlier career in information technology. Waters was a leader in both the Home Care Independence Provider Program and the Raise the Bar coalitions, both of which passed the legislature and have a profound impact of the daily and quality of living situations for those who need homecare and nursing home care.

Bill would (re)create a RI Department of Healthy Aging

There are new efforts on Smith Hill to transform the state’s Office of Healthy Aging (OHA) into a department making it far more visible and effective as an advocate for the state’s growing senior population.  H. 7616, introduced by Rep. Lauren H. Carson (D-District 75, Newport), would expand the office in the Department of Human Services (DHS) into a full-fledged state department, expand its director’s authority, and appoint local senior centers as hubs for service delivery, with authority to bill Medicaid for transportation services.

The RI Department of Elderly Affairs (DEA) was created by law in 1977 and remained a department until 2011, when the legislature changed it to a division within the Department of Human Services (DHS). In 2019, the department was re-named the Office of Healthy Aging (OHA), shifting narratives and perceptions associated with growing older. At press time, the Office of Healthy Aging remains a division under the Department of Human Services. 

“Rhode Island should invest much more than we do in services that enable people to age in place and safely remain in their communities. Those services are far more cost-efficient overall, and encourage an active, more fulfilling lifestyle for people as they age”, says Carson in a statement announcing the introduction of the bill on March 2, 2022. “Considering that a quarter of our population consists of seniors, and that ratio is growing as the Baby Boomers join them, now is the time,” she adds.

At press time, the bill has been sent to the House Finance Committee, and its cost has not yet been determined and there is no companion measure introduced yet in the Senate.

“Working cooperatively with the senior centers operating around the state, we could make it much easier for people to access the support they need as they age, and really make the quality of life much better for the entire older population of our state,” says Carson expressing the importance of the state’s senior centers.

H. 7616 would authorize the new Department of Healthy Aging to protect and enable seniors to stay healthy and independent by providing meals, health programs, transportation, benefits counseling and more. Under the bill, the department would provide professional development to agencies and programs that provide services to seniors in the state and become a clearing house to help those agencies and businesses assist senior centers, which would serve as hubs for the delivery of services from the state.

In particular, H 7616 directs the new department to manage and develop a multi-tiered transportation system that works with the Department of Human Services, the Department of Transportation, senior centers and with all existing modes of public transportation to develop transportation plans that suit the elderly population of each municipality. The director would be enabled to authorize senior centers to bill Medicaid for transportation they provide.

The legislation also seeks to have the new department develop and submit to the General Assembly a funding formula to meet the requirements the new law sets forth, including input from seniors and the caregivers and allocating funding to each municipality based on its senior population, with restrictions that the funding be used only for senior programs.

Carson explains that this bill is intended to start important dialogue among state lawmakers, state officials and aging organizations about appropriately providing for Rhode Island’s aging population.

 “Whether or not we pass this bill this year, we have to address the needs of our growing older population. Leaving those needs unmet has a much greater price tag than decent locally administered basic programs would. Our whole state would be better served by investments that keep seniors safe with support in their community,” Carson said.

OHA and Aging Advocates Give Their Two Cents

Nicole Arias, a spokeswoman for OHA, says “we look forward to any future discussions and collaborations with community members, partners, and legislators.” When asked if the Rhode Island Advisory Commission on Aging, charged with advising the governor on aging policies and problems impacting older Rhode Islanders, Chair James Nyberg stated the commission also plans to review and discuss the bill at an upcoming meeting. 

“Our office looks forward to participating in dialogue that empowers and supports our aging residents and championing essential quality of life items such as healthy housing and reliable transportation. While our office is still unpacking H 7616, we appreciate Rep. Carson and the bill’s cosponsors for advocating on behalf of our senior residents,” says Lt. Gov. Sabina Matos, who over sees the state’s Long-Term Care Coordinating Council (LTCCC). The group works to preserve senior’s quality of life in all settings and coordinates state policy concerning all sectors of long-term care for seniors.

Bernard J. Beaudreau, Executive Director of the Senior Agenda Coalition of Rhode Island, says his group strongly supports any and all efforts that increase the state’s programs and services to address the growing needs of our aging population, especially those with low and moderate incomes.  The state-wide coalition calls for the reinstatement of OHA to a full department, but not without the commensurate expansion of funding and services that are needed for this important state government function.   

“When the Department of Elderly Affairs was reorganized to be a division of the Department of Human Services, we were concerned that it signified a diminishing of the importance of senior needs in the state budget.  While from a management perspective, the division within the larger Department of Human Services could streamline the delivery of services, there would still be the need to increase staffing and programs to meet the growing needs,” says Beaudreau. This did not happen in the ensuing years.

“Restoring the OHA to a department status will strengthen its position at the budget table and elevate the importance of programs supporting older residents of our state. We hope that will make a difference,” says Beaudreau.

“The legislation proposed by Rep. Carson elevates the conversation about the importance of age-friendly policies that enable Rhode Islanders to choose how we live as we age,” said AARP Rhode Island State Director Catherine Taylor. “AARP Rhode Island looks forward to being part of this conversation and continuing to advocate fiercely at both the state and local levels for enhanced home and community-based supportive services, accessible and affordable housing and transportation options, and full inclusion of people of all ages and abilities in community life,” she said. 

According to Maureen Maigret, policy consultant and chair of the Aging in Community Sub-committee of Rhode Island’s Long-Term Care Coordinating Council, H 7616 is a very significant bill that will help to stimulate a long due discussion as to how the state should fund senior programs and services in light of the state’s growing age 65 and older population. This age group is projected to represent at least one in five of  the state’s residents by 2040.

Maigret recalls that the state’s Department of Elderly Affairs was created by law in 1977 and remained a cabinet level department until 2011 when the Rhode Island General Assembly changed it to a division within the Department of Human Services as part of the enacted budget bill.  Eight years later, lawmakers would change the agency’s name from the division of elderly affairss the OHA. The enacted law placed OHA in the Department of Human Services for administrative purposes and called for the OHA Director to be appointed by and to report to the Governor with advice and consent of the Senate.

When Maigret left her position of Director of Elderly Affairs (serving from 1991 to 1994), its budget for FY1995 was $13.9 million (state funds) and it had at least 60 full-time employees. The state’s  FY2022  budget for OHA stands at $12 million (state funds) with 31 authorized employees, she said.

Maigret warns that the existing OHA is under-resourced both in state funding and human resources. She calculates that Rode Island spends about fifty dollars per older person (age 65 and older) when taking into account state funding for senior services and its population age 65 and over.

“We could do so much more to support our older adults by addressing service gaps especially for those not poor enough to meet our strict Medicaid income eligibility rules which require older adults to have income less than $13,600 and assets less than $4,000 single and $6,000 for a couple,” Maigret says. Funding for local senior centers and programs in Rhode Island municipalities should be calculated by at least $10 per person aged 65. 

Maigret urges state lawmakers to support local transit assistance efforts, to increase funding for caregiver support programs, and to expand information services to provide assistance to seniors to assist them to find subsidized home maintenance and chore service programs.  Better funding should be allocated to support volunteer programs that provide companionship and other services to reduce social isolation,“ she says.

“I suggest reverting the OHA to a full department as called for in H 7616 only if there is a concomitant increase funding and resources, says Maigret, noting that one source of funding could be available from  the Perry/Sullivan law (that the Governor’s budget proposes to defer for FY2023.),  These state funds could be used to allow OHA to truly provide the needed supports and services to older adults to live full and healthy lives as intended in the department’s creation,” she says.

“Older adults suffered greatly during the COVID pandemic – 90% of the deaths were individuals 60 and over, claims Vin Marzullo, a well-known aging advocate who served as a federal civil rights and and national service administrator. “We must provide greater attention and care for this vulnerable population,” he says. 

“Since the proposed legislation to elevate the OHA to department status was initiated by the Rhode Island House, I would hope that former House legislator, Marie Cimini, would welcome and embrace this legislation to become a premiere agency for the Governor, quips the West Warwick resident. He notes that Cimini was recently nominated by Gov. Dan McKee for the position of Director of the state’s Office of Healthy Aging.  This nomination requires Senate confirmation.

The other cosponsors of the H 7616 include Rep. Deborah Ruggiero (D-Dist. 74, Jamestown, Middletown), Rep. James N. McLaughlin (D-Dist. 57, Cumberland, Central Falls), Rep. Terri Cortvriend (D-Dist. 72, Portsmouth, Middletown), Rep. June S. Speakman (D-Dist. 68, Warren, Bristol), Rep. Edith H. Ajello (D-Dist. 1, Providence) and Rep. Brandon Potter (D-Dist. 16, Cranston).

Hopefully the upper chamber will see the wisdom in considering a companion measure to  H. 7616.  Let the debate begin.

Calls for Rhode Island to become more “Age Friendly”

On Aug. 3, 2020, The Decade of Healthy Aging 2020-2030 proposal was endorsed by the 73rd World Health Assembly. It was presented to the U.N. General Assembly Dec. 14, 2020, (Resolution 75/131), leading to the proclamation of a U.N. Decade of Healthy Aging (2021-2030).

The four-page Resolution expressed concern that, despite the predictability of population aging and its accelerating pace, the world is not sufficiently prepared to respond to the rights and needs of older people. It acknowledges that the aging of the population impacts our health systems but also many other aspects of society, including labor and financial markets and the demand for goods and services, such as education, housing, long-term care, social protection and information. It thus requires a total whole-of-society approach to make changes.

The passed Resolution called on the World Health Organization (WHO) to lead the implementation of the decade, in collaboration with the other U.N. organizations. Governments, international and regional organizations, civil society, the private sector, academia and the media are urged to actively support the decade’s goals.

According to WHO,  the world’s population is aging at a swifter pace than any time in the past and this will have an impact on all aspects of society.  There are more than 1 billion people aged 60 years or older, most of these individuals living in low- and middle-income countries. “Many do not have access to even the basic resources necessary for a life of meaning and of dignity. Many others confront multiple barriers that prevent their full participation in society,” says WHO.  

In a December 14, 2020, statement announcing the passage of Resolution 75/131, Dr. Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization, stated that it “sends a clear signal that it is only by working as one, within the United Nations system and with governments, civil society and the private sector that we will be able to not only add years to life, but also life to years.”

“By adopting a U.N.-wide approach in support of healthy aging, we will be able to galvanize international action to improve the lives of older people, their families and communities, both during the COVID-19 pandemic and beyond,” Dr Etienne Krug, Director of the Department of Social Determinants of Health at added World Health Organization (WHO).

The WHO says that the ongoing COVID-19 pandemic highlights the seriousness of existing gaps in policies, systems and services and a decade of concerted global action is urgently needed to ensure that older people can fulfil their potential in dignity and equality and in a healthy environment.  

WHO’s worldwide initiatives would seek to change “how we think, feel and act toward age and aging; facilitate the ability of older people to participate in and contribute to their communities and society; deliver integrated care and primary health services that are responsive to the needs of the individual; and provide access to long-term care for older people who need it.” 

Healthy Aging Baseline Data Released

Just days ago, WHO released, “Decade of Healthy Ageing: Baseline Report,” in all official U.N. languages, to support member states, academia, civil society, U.N. partners and others to aid in evidence-based decision making on the policies, programmes and services needed to support all people, in particular older persons, to live long and healthy lives.

The Baseline report, released January 20, 2021, brings together data available for measuring healthy aging, defined by WHO as “the process of developing and maintaining the functional ability that enables well-being in older age.”

According to WHO, optimizing “functional ability” is the goal of the Decade of Healthy Aging, which began in 2021 and addresses five interrelated abilities that all older people should enjoy:  the ability to meet basic needs; to continue to learn and make decisions; to be mobile; to build and maintain relationships; and to contribute to society. The report also takes a look at people’s capacities (including physical and mental) and the environments (spanning attitudes, services, natural and built) in which people live, which contribute to functional ability.

The 203-page baseline report, now available in Arabic, Chinese, English, French, Russian and Spanish, introduces the concepts of health aging and strategies for achieving the initiatives goals by 2030. It provides a first-time baseline (in 2020) for healthy aging worldwide and takes a look at what improvements that can be made by 2030.  It documents progress and scenarios for improvement. The report addresses how stakeholders can work together and impact the functional abilities of older people. Finally, it outlines next steps detailing opportunities that can increase collaboration and impact by 2023, the next reporting period.

Is Rhode Island Becoming Age Friendly?   

Maureen Maigret, policy consultant and chair of the Aging in Community Subcommittee of Rhode Island’s Long-Term Care Coordinating Council, says that many Rhode Island communities are involved to 1 degree or another in what we consider age-friendly activities. “The initiative is usually led by the local senior center and in some instances volunteer programs such as RSVP and AARP and The Village Common of RI,” she says.

According to Maigret, over the last five years the state’s Long-Term Care Coordinating Council Aging (LTCCC) in Community Subcommittee has adopted and continues to work to support WHO’s decadelong initiative, adding the domains of Food & Nutrition and Economic Security and Supports to Remain at Home.

Maigret noted that Newport was the first community to join the AARP age-friendly network; Cranston, Providence and Westerly following. The state’s Office of Healthy Aging has adopted its State Plan on Aging, calling for Rhode Island to become an age-friendly state.

Governor Dan McKee’s proposed budget for FY2023 includes an additional $200,000 for local senior programs increasing the total amount to $1 million. Maigret calls for adding an additional  $800,000 so each municipality would be allocated $10 per person aged 65 and over to support local senior programs. Advocates had promoted this since at least 2018 to make up for prior budget cuts and inflation, she says.

Don’t forget improving and expanding the state’s transportation options for older Rhode Islanders who have mobility needs and are no longer able to drive. “This could be accomplished by adding trip types to the state funded Elderly Transportation Program,” she says, noting that trips are now limited for trips to medical appointments, adult day care services, meal sites and Insight. Why not provide trips for older adults to access volunteer activities, she adds.

“We also need to adequately fund our subsidized home care programs by providing realistic reimbursement to address the huge workforce challenges we face,” warns Maigret, noting that seniors are waiting over two months to get service. “This is a travesty,” she says.

“It is tragic that the state’s Office of Healthy Aging is so under resourced in so many areas,” says Maigret, putting the spotlight on the lack of affordable home maintenance and chore services to keep people in their homes. “There is also a need to provide greater supports for our family caregivers who provide the vast majority of caregiving in our state and nation,” she adds. 

Getting Municipalities Involved

Maigret suggests that Rhode Island’s cities and towns review their community’s Comprehensive Plans to see how age-friendliness is addressed. “This is what Newport did. They can also form local Steering Committees to identify local needs and develop recommendations to address them both at the local and state level,” she says.

Governor Dan McKee can also issue an Executive Order directing all state departments and agencies to review programs and policies for age-friendliness and provide incentive funding for local communities to assess their communities. Several states have done this. NY, MA, CO, FL, MI, ME, CA, she says. 

While aging advocates pushed for McKee and lawmakers to allocate ARPA COVID-19 federal funds to make Rhode Island a more age friendly, it’s gotten little attention, says West Warwick resident Vin Marzullo. “Quite frankly its shocking — that there is yet an explicit acknowledgement that the aging community needs resources, support, more collaborative arrangements, to extend living in-place. There seems not to be any sensitivity to the fact that 90% of the COVID deaths were adults 60 and over – and 53% were in congregate care,” says Marzullo, a  well-known aging advocate who served as a federal civil rights and national service administrator.

“The ARPA funds were authorized to be used to ameliorate the impact on the populations, communities, sectors, etc. that were adversely impacted. Our older adults must be in the conversation and not neglected,” says Marzullo.

Maigret agrees. “It is tragic that neither the McKee-Matos’ “Rhode Island 2030 Plan” nor the Rhode Island Foundation report outlining the use of ARPA funds gave sufficient attention to the needs of our state’s older population, she says, warning that this population is increasing, and getting more economically insecure and diverse,” she says.

“When we look at the exceedingly high cost of residential institutional care,  much of which is paid for taxpayers through government programs, we can make a strong case that funding programs helping older persons remain healthy and living in their homes and communities are important investments,” says Maigret.
