Marianne Raimondo Joins CCRI Leadership, Building on RIC Legacy

On February 6, Rhode Island College’s (RIC) business dean gathered with three dozen colleagues, family members, and friends at The Village at Waterman Lake, for a farewell celebration marking the close of one chapter and the beginning of another

In a LinkedIn post, Marianne Raimondo, MS, MSW, LICSW, Ph.D., reflected on that evening, recalling the shared memories, warm embraces, and heartfelt goodbyes.

She announced, “On Monday, I embark on a new journey as Vice President of Academic Affairs at the Community College of Rhode Island (CCRI). I am excited to work with the CCRI team and continue to serve the students of our state, offering an outstanding educational experience and a bright future.”

Her message signaled both a fond farewell to RIC and the start of an exciting new phase in her academic career.

Taking on a New Leadership Role

After more than 12 years at the Providence-based college, Raimondo leaves RIC, which enrolls more than 6,500 students, to join CCRI, a community college with enrollment close to 13,000 across 4 campuses in degree and certificate programs, and an additional 8,500 students in workforce and adult education courses.

As CCRI’s Vice President for Academic Affairs, Raimondo will serve as the college’s chief academic officer, collaborating closely with academic deans, administrators, and faculty to oversee educational programs, ensure instructional quality, and advance the college’s strategic and academic master plans.

Just a week into her new role which began Feb. 9, Raimondo has outlined an action-oriented vision for CCRI. When asked how she plans to support student success at the large, multi-campus college, Raimondo said, “I believe in the joy of learning, and we will ensure our teaching is inspiring, motivating, and engaging, fostering a desire for lifelong learning.”

Recognizing that access remains a challenge, she called for programs that better fit students’ schedules, including high-quality online offerings and flexible scheduling. She also emphasized experiential, project-based learning to equip students with real-world skills.

“Higher education must align with the state’s workforce and economic needs to provide students with viable career paths,” Raimondo said, pointing to a growing demand for skills in the areas such as artificial intelligence and the need to design programs responsive to employer needs.

Raimondo also sees an opportunity to integrate her advocacy for older adults into her professional role by creating internships and shaping curriculum around age-related issues.

CCRI’s new chief academic officer stressed her commitment to closing equity gaps to ensure all students have access to education and sustainable career pathways.

“Caring for, supporting, and advocating for older adults remains a passion of mine,” said Raimondo. The commitment is personal as well as professional: she recalled growing up with her grandfather, who lived with her family for more than 20 years. When her grandmother passed away, she said, there was never any question that he would move in with them.

As a medical social worker, she later saw too many older adults without family support, living alone, or lacking the resources they needed to age in place.

“I truly believe the later years of life should be respected and honored, and that older adults deserve the support they need to live well,” she adds.

Asked whether she will continue her advocacy work, Raimondo says she hopes to remain engaged through board service and community initiatives that support older Rhode Islanders.

Leaving a Legacy at RIC

A Greenville resident, Raimondo started her job at RIC as an associate professor, teaching both undergraduate and graduate courses in healthcare management and policy. She was then named dean of the businesss school and served as executive director of the Institute for Education in Healthcare, which she started in 2016.  She oversaw RIC’s Institute of Cybersecurity and Emerging Technologies, which opened in the fall of 2023.

Throughout her leadership roles, Raimondo worked to modernize curricula, create career ladders and apprenticeship programs for healthcare workers, increase opportunities for expand experiential learning, and build strategic alliances that made it easier for students to get what they needed.

A licensed clinical social worker, Raimondo holds a Ph.D. in Public Health with a concentration in Health Policy and Management and a Master of Science in Public Health from UMass Amherst. She earned a Master of Social Work from RIC and a Bachelor of Science in Chemistry from Providence College.

Over the course of her career, she has focused on improving healthcare quality and services for older Rhode Islanders, with particular emphasis on quality management, systems redesign, leadership development, and patient satisfaction.

Before joining RIC, Raimondo served as vice president at Applied Management Systems, a healthcare management consulting firm specializing in quality management, systems redesign, and leadership development. Earlier, she was senior vice president at the Hospital Association of Rhode Island.

Bringing Home the Bacon

A prolific grant writer, Raimondo secured substantial funding to address health workforce development, aging services, and behavioral health integration. Around 2016, as principal investigator, she was awarded a RealJobs Rhode Island Healthcare Workforce Grant to strengthen and expand the state’s healthcare workforce. During that year, she also established RIC’s Institute for Education in Healthcare (IEH), securing more than $8.8 million in grants to train healthcare professionals in dementia care, aging services, and case management.

In 2017, Raimondo obtained a $121,000 grant from the Point32 Health Foundation to study service gaps affecting older adults living in the community. This funding ultimately led to the development of a strategic plan to build an Age-Friendly Rhode Island.

In late 2019, a $360,000 three-year grant was awarded to expand statewide aging collaborations.

This was followed in 2022 by a $330,000 general operating grant for the 2023–2025 period to address community priorities for older adults.

In February 2026, the Point32 Health Foundation awarded an additional $55,000 to RIC. This latest funding supports technical assistance and strategic leadership, ensuring the initiative continues its equity-focused systems change as the previous multi-year cycle concludes.

Through Raimondo’s efforts, these investments established the College as a permanent regional hub for aging advocacy. As principal investigator, she co-led a statewide coalition to implement strategies supporting older residents who wish to age in place.

In 2021, serving as executive director and principal investigator, Raimondo received a $2.3 million Behavioral Health Care Managers Workforce Pipeline grant from the Health Resources and Services Administration (HRSA). The grant enabled RIC to create a statewide apprenticeship program to train behavioral healthcare managers in partnership with healthcare centers, providing students with hands-on experience and stipends.

In 2022, she was awarded funding through the Alzheimer’s and Dementia-Related Diseases Partnership to strengthen dementia care education and healthcare systems. That same year, Raimondo secured a $2.7 million HRSA Community Health Worker Training grant to expand Rhode Island’s public health workforce by recruiting and training new and existing community health workers.

In 2024, she received a $712,734 Behavioral Health Workforce Education and Training Program for Paraprofessionals grant to enhance behavioral health competencies among paraprofessionals and strengthen workforce pathways for entry-level healthcare workers.

Raimondo also served as principal investigator for quality management initiatives under the HIV Ryan White Program, RI EOHHS/Medicaid, Housing Plus, and the Rhode Island Foundation, among others.

Leadership in the Aging Network

Along with birthing Age-Friendly Rhode Island, Raimondo is widely recognized for her leadership in Rhode Island’s aging network. She co-developed the Senior Fellows Program in partnership with Leadership Rhode Island, empowering older adults to serve as informed community advocates.

She also serves on the boards of several aging-focused organizations, including the PACE Organization of Rhode Island and Tockwotton on the Waterfront.

In Aug. 2023, Raimondo received the Providence Business News’ Leaders & Achievers award.

One year later, she would be recognized as Social Worker of the Year – Aging by the Rhode Island Chapter of the National Association of Social Workers.

That year, she was also honored as a “Game Changer” at the 2024 Bad*ss Woman of the Year Awards, presented by the Women’s Business Council of the Northern Rhode Island Chamber of Commerce, recognizing her exemplary leadership and significant contributions to her field.

Her advocacy also earned her recognition the following year.

In Nov. 2025, Raimondo accepted the Meritorious Program Award from the Rhode Island Public Health Association on behalf of Age-Friendly Rhode Island for its impact on the state’s aging population.

In that same year, Raimondo’s Institute for Education in Healthcare received the Career Pathways Advancement Awards from the Governor’s Workforce Board for its behavioral training programs.

As Raimondo begins her new role at CCRI, her record of innovation, collaboration, and commitment to workforce development and advocacy for older Rhode Islanders positions to shape the next chapter of academic excellence in Rhode Island’s public higher education system.

Raimondo’s Lasting Impact on RIC and Aging Programs

House Study Commission could create first state plan on aging in Rhode Island

With oversight of the state’s aging programs and services scattered among state agencies charged with overseeing a fragmented long-term care (LTC) system, House Deputy Majority Leader Lauren Carson (D-District 75, Newport) tossed H 5224 into the legislative hopper. The bill calls for the creation of a Special Legislative Commission (to be referred to as House Study Commission), with 14 members, to study and provide recommendations to coordinate the state’s program and services provided to older residents.  The commission, charged with taking a comprehensive look at the funding, coordination and delivery of state agency programs and services to older Rhode Islanders, would be required to report its findings and recommendations to the House no later than Feb. 7, 2024, and it would expire on May 7, 2024.

According to House Communications Director Larry Berman, “Legislation to create commissions are requested when issues need greater study than just one hearing. Commissions usually consist of House members, along with experts in the field, who will meet on multiple occasions and then develop recommendations to the House.”

The Nuts and Bolts

The House Study Commission’s legislative charge would include making a comprehensive study of key statistics that includes compiling demographic and financial statistics, and health status of older Rhode Islanders, and taking a look at their strengths and vulnerabilities to enable them to stay in the community. It would assess federal, state and local programs available, examining duplication of services, and provide recommendations as to how to eliminate red tape and better coordinate services among state agencies to improve the delivery of programs and services.

Its final report would also review and provide recommendations for the funding of services through State, Federal, and private grants, and provide recommendations for more efficient distribution and use of these dollars. It would also include making recommendations for the creation of a portal to provide and coordinate aging programs and services in the areas of employment, education, independent living, accessibility, and advocacy, as well as local older adult centers and services. 

Also, recommendations would be provided on mental health, transportation, food access, and health care. The commission would also explore and provide recommendations for additional regionalization of services.

Aging Organizations and Advocates push for passage

Last week, the primary sponsor of H 5224, and supporters, testified before the House Health and Human Services (HHS) Committee to give their thoughts about the creation of a House Study Commission and its positive impact on the delivery of programs and services to older Rhode Islanders.

Carson, the primary sponsor, opened up the hearing on the legislation telling lawmakers that many programs for older Rhode Islanders fall in different places around the state. “Even professionals are having problems navigating the system, never mind family, friends and parents,” she says, referencing a conversation she had with a Director of a Newport-based Senior Center, discussing the challenges during the COVID pandemic to navigate the system at state-level, providing services to her older clients.

“If we look back over the last 20 years, we used to have a cabinet-level position on Aging, then we had a Division on Aging, and  now we have an Office on Aging,” says Carson, noting that we have an increasing amount of older people in Rhode Island. She called for lawmakers to return the Office of Healthy Aging at a cabinet-level.

By creating a House Study Commission, lawmakers can look in an organizational way at how programs are being offered to seniors,” says Carson.  

According to George Neubauer, Chair of the Senior Agenda Coalition of Rhode Island (SACRI), an advocacy coalition representing 21 organizations, told lawmakers that SACRI had called for candidates at its Gubernatorial forum held last August to create a Rhode Island Strategic Plan on Aging. This plan would help the state look at its infrastructure and coordination of services for its rapidly growing older population, he said. At this time Rhode Island has no such plan, he said. 

In his testimony, Neubauer stated: “While the purpose of this proposed House Study Commission does not specifically call for development of a state Strategic Plan on Aging, it does call for a comprehensive look at our older population. “It would be charged with providing recommendations of collaboration, coordination within agencies, funding of services, and recommendations in areas of importance to older adults’ needs and quality of life, he added.

 “A number of states have developed what are sometimes referred to as Master Plans on Aging (including California, Massachusetts and New York). A Master Plan could be a roadmap to help the state transform its infrastructure and coordinate services for its older persons.  The findings and recommendations of this study Commission could lead to development of such a plan for Rhode Island,” says Maureen Maigret, former Director of the Rhode Island Department of Elderly Affairs (now the Office of Healthy Aging) and Chair of the Aging in Community Subcommittee of the Long-Term Care Coordinating Council.

It is now time for the creation of the House Study Commission, says Vincent Marzullo, who served 31 years as a career federal civil rights and social justice administrator at the National Service Agency, and a well-known aging advocate. “For the first time in recorded history, there are more people over the age of 64 in the world, than children under five. In Rhode Island, over 31 percent of residents are age 55 or older, and by 2030 one-quarter of our population will be over 65,” he says.

“Don’t we now have an obligation to ensure better healthcare, safety, housing, livability, caregiving, etc. for this aging community?” asked Marzullo, noting that during the pandemic more than 90% of the deaths were individuals over 60 —- and 53% of overall deaths were congregate care residents.

“With the lessons learned over the past two years and the devastating impact of COVID on our older adults, it’s critical that we reexamine our aging infrastructure, the needs for services, and the local service capabilities to this growing population, adds Marzullo, calling for “a serious, adult conversation that is long overdue to take place with the aging community, service providers and lawmakers about designing our plan for a more ‘Age-Friendly’ RI, which supports local senior centers as the local hub for the delivery of services.”

Deborah Burton, Executive Director of RI Elder Info, said that enacting H 5224 is “an essential step” towards improving the lives of older Rhode Islanders. “By studying our current services and initiatives, identifying future needs, and identifying potential areas for improvement, we can ensure that all older adults in our state have access to the resources they need to achieve wellbeing and maintaining maximum independence in ways that value, empower and engage them,” she said.

Carmela Greer, Executive Director of Edward King House Senior Center, gave her views as to why it is important to establish a House Aging Commission authorized by H 5224. “This opportunity to document who does what, when, for whom, with what dollars is a common-sense approach to building a comprehensive cost-effective way to care for the other of our most vulnerable populations second only to children,” she said.

According to Greer, who also serves as Policy Committee Lead for the RI Senior Center Directors Association, once this policy road map is designed, “smart decisions can be made to establish where the money can be saved, where duplication can be eliminated, and where existing funding can be re-directed, where duplication can be eliminated, and where existing funding can be re-directed to serve all parties involved.”

In concluding her testimony, Greer said: “We don’t want to re-invent the wheel.  We want to fix the one we have.”

Where House Leadership Stands…

House Minority Leader Michael L. Chippendale (R-District 40, Coventry, Foster, Glocester), goes on the record supporting Carson’s call to create a special legislative commission to study aging policy in the state. “House Republicans recognize the fact that RI is aging and how important it is to coordinate our services to cut duplicity and inefficiencies. A study commission establishes a deep dive public discussion into an understanding of our statewide need, and lessens the possibility of bureaucratic, unintended consequences, which can occur in the submission of haphazard bills,” he says, noting that “Republicans also believe that this is an area, where if the topics are properly vetted, the state can cut costs and bring efficiency to our core government senior services.”

“I support the concept of this commission and I am certainly open to it, but I need to discuss it further with the sponsor, Representative Lauren Carson, before recommending further action. I look forward to speaking with her in the coming weeks of the legislative session,” says House Speaker K. Joseph Shekarchi (D-District 23, Warwick).

Shekarchi and his leadership team will evaluate all legislative resolutions creating House Study Commissions introduced this legislative session to determine which one(s) will be allowed to proceed for a committee, and ultimately, floor vote.  At press time, there is no fiscal note. Creating House Study Commissions must have adequate resources and staffing for their operations. 

With H 5224 having bipartisan support, aging organizations hope that Speaker Shekarchi sees the importance of allowing a committee and floor vote on this resolution.  Democratic and Republican lawmakers must lobby the House Speaker for his endorsement to support passage of this very important commission. Every Rhode Islander will ultimately need to access comprehensive aging programs and services in their later years.

House debate on Carson’s Health Study Commission may well create the political will down the road after it releases its report leading to the creation of Rhode Island’s first Strategic Plan on Aging.

Aggressive Scams Popping Up All Around the Ocean State

On Thursday morning, Mary Smith (not her real name) received a phone call from Sergeant Bradley from the Washington County Sheriff’s Office claiming she had missed jury duty and because so, there was a warrant issued for her arrest. Concerned, the older woman asked the man, who identified himself Sergeant Bradley, what she needed to do to fix the problem. She was instructed to go to a local CVS, purchase a pre paid debit card in the amount of $300 and to meet him in the parking lot of the Washington County Courthouse.

Thinking quick, Mary reported the troubling call to her local police. Like many older Rhode islanders, she had been a target of an aggressive scam now sweeping through the Ocean State, called the “jury duty scam.”

According to the Attorney General’s Office, in the latest rendition of the scam, an individual is calling Rhode Islanders claiming there is a warrant out for their arrest for failure to appear for jury duty. The individual, identifying himself as “Sergeant Bradley,” from either the “Washington County Sheriff’s Office,” the “South County Sheriff’s Office,” or the “Newport County Sheriff’s Office.” The caller ID shows the individual is calling from the 401 area code.

Here’s the scam

“Sergeant Bradley” tells the people he calls that they will be charged with a felony for failure to appear for jury duty and will then be held at the ACI for 30 days, after which they will be brought before Judge Suttell.

In order to avoid being arrested the scammer urges the individual to make an immediate payment using a pre-paid debit card. Mary did not fall for this old scam. It has been reported that at least one person paid more than $900 before they realized they were tricked.

Attorney General Peter Kilmartin calls on anyone receiving a similar phone call or threat to contact either the Rhode Island State Police to report the incident. Kilmartin says, “The individual making these phone calls has just enough information to make themselves sound legitimate.” This information, however, is readily available on the Internet to anyone with access to a computer, he notes.

“It is very important for anyone who receives a similar phone call to write down as much information as possible, don’t provide any personal information to the individual over the telephone, do not pay any money, hang up, and contact the State Police,” adds Kilmartin.

The state’s Office of Attorney General provides the following details about judicial process to keep Rhode Islanders from becoming a victim of the “jury duty scam.”
• Neither the Jury Commissioner nor the Rhode Island Sheriff’s Department makes telephone calls to prospective jurors threatening arrest or demanding that a fine be paid or a bond posted. If a juror who has been legitimately summoned in writing fails to appear, the Jury Commissioner will attempt to make contact and arrange to reschedule his or her service.

• Sheriffs in Rhode Island are a division of the Rhode Island Department of Public Safety and primarily work with the Courts. Unlike most other states, Rhode Island does not have sheriff departments based in counties. Each city and town has its own local police department.

Constant Vigilance Key to Fighting Scams

According to the U.S. Federal Trade Commission list of top consumer fraud complaints last year, more than 6,200 Rhode Island residents were victims of imposter scams.

“These latest Rhode Island scams underscored the need for constant vigilance,” observed AARP Rhode Island State Director Kathleen Connell. “We like to remind people that when people hear about a scam, the first reaction often is ‘I’d never fall for that.’ Well, maybe that’s because you just read about it in the news. People need to remember that they are most susceptible to the fresh scam no one is talking about that comes out of the blue.”

AARP’s Fraud Watch Network, Connell said, is one way to keep current. If you register for the free service you can receive alerts via smart phone or your computer when a new scam surfaces. You also can report a scam going around your neighborhood that is shared across the network, she added. If you’re not connected to the Internet, you can receive alerts and tips via a quarterly newsletter mailed to homes (Lean more and sign up at http://www.fraudwatchnetwork.org).

“Identity theft and fraud costs seniors billions of dollars nationally – in most cases, money that has been set aside for retirement, “Connell noted. “Impersonating police officers, federal agents or financial service companies, scammers use their “authority” to scare a person into paying them. Or, they pretend to be a friend or loved one in trouble who needs money.

“We’re committed to fighting back,” Connell declared, noting that one recent effort was a “reverse boiler room” operation.

In September, Connell and AARP Rhode Island volunteers Alan Neville of Cumberland and Carlo Gamba of West Greenwich met up in Boston with more than 50 others. Borrowing a favorite tactic the con artists’ playbook, AARP Fraud Watch Network staff and volunteers from New England and New York operated their own telemarketing boiler room. Instead of hearing from scammers, local residents received tips and information on how to protect themselves from imposter scams.

Strong Connections Protect Seniors from Scams

“Friends and family are key partners in protecting senior citizens from financial exploitation,” remarked Elderly Affairs Director Charles Fogarty. “Isolation is a major reason that people get victimized, so ensuring that senior citizens living in the community have strong connections to family and friends helps to protect them from scams and exploitation.”

The Department of Elderly Affairs (DEA) monitors fraud and scam reports from a number of sources, and distributes those notices to a network of approximately 500 partners in the community. If the victim of a scam is referred to DEA, they immediately contact the Attorney General’s Consumer Protection Unit. DEA does not investigate instances of scams perpetrated by strangers, but does investigate financial exploitation of an older adult by family or acquaintances.
